- Description
- Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC) operated by Princeton University under a United States Department of Energy Prime Contract, is seeking qualified organizations and teams interested in submitting a proposal to provide necessary labor, material, equipment and perform the Phase I research and development, physics and engineering design tasks for the Toroidal Interferometer/Polarimenter (TIP) Diagnostic System in accordance with Statement of Work (SOW) # US ITER 1050310-PD0003-R00, Revision 0, dated 5 November 2013. It is PPPL's intention to include in the Subcontract awarded a PPPL unilateral Option to have the Phase I Subcontractor perform the Phase II tasks of System fabrication, assembly, test and preparation for its shipping to ITER, an international project now under construction in Cadarache, France. Because of the significant technical uncertainties inherent in the design, development and production of diagnostic equipment such as the TIP it is anticipated that the Phase I Subcontract will be a Cost-Plus-Fixed-Fee Completion type Subcontract (Cost, No Fee if the Subcontractor is an educational institution). The follow-on Phase II Subcontract may be a similar cost reimbursement type Subcontract or fixed-price if the available cost or pricing information permits realistic estimates of the probable costs of performance. A draft copy of the TIP Statement of Work and related applicable documents may be reviewed and downloaded now at http://procurement.pppl.gov, by clicking on the "Procurement Opportunities" link and then on the appropriate RFP link. PPPL RFP 14-009F will be posted to that site on/about 2 December. Qualified interested parties desiring to be notified by e-mail when RFP 14-009F is posted to the PPPL Procurement website provide by e-mail to lsutton@pppl.gov your organizations' name and the name and e-mail address of your point of contact. PPPL will hold a pre-proposal teleconference about a week after the RFP is posted to the Procurement web page. The pre-proposal teleconference agenda will include an introduction, a briefing on the proposed procurement, the cost proposal submittal requirements, and a question and answer period. Participation in the teleconference is not a prerequisite for proposal submission but is strongly encouraged. This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
