SOURCES SOUGHT NOTICE DOL NEW CAFETERIA/CULINARY BUILDING NEW WAREHOUSE/CARPENTRY BUILDING RENOVATE BUILDINGS A,X, AND N SHREVEPORT JOB CORPS CENTER THIS IS A SOURCES SOUGHT NOTICE ONLY. In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is issued for the purpose of market research. Market research is being conducted to determine if there are potential SMALL BUSINESSES with the capabilities and experience to perform the required work. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP). THE RFP RESULTING FROM THIS SOURCES SOUGHT NOTICE WILL BE ISSUED SEPARATELY AND ADVERTISED ON THE Federal Business Opportunities Website ( https://www.fbo.gov ). The information received will be used to determine whether to issue the proposed solicitation as a competitive set-aside or full and open competition (unrestricted). PROJECT INFORMATION : The US Department of Labor (DOL) is seeking potential offerors who possess current and relevant experience personnel and capability to perform construction services for the construction of a New Cafeteria/Culinary Building, New Warehouse/Carpentry Building, and Renovations of Buildings A, X, and N, for the Shreveport Job Corps Center located in Shreveport, Louisiana. The proposed project consists of multi-phased construction of approximately 27,000 sq. /ft. of new construction, and 10,000 sq. /ft. of renovated spaces. This work consist of a new cafeteria/culinary art vocation building, a new carpentry/warehouse vocation building, major renovation of Building A which includes a new building extension, removal and replacement of the1st floor concrete slab, upgrading of toilet rooms, new medical and dental function spaces, new offices, and a new elevator connector for accessibility. Minor renovations in Buildings M and N consist of new office spaces and upgrading of toilet rooms to meet the current accessibility standards. To accomplish this work, three (3) building demolitions, asbestos abatement removal, site paving, site drainage and improvements in the form of grading, landscaping, connection to utility lines, and the relocation and storage of existing and new furniture fixtures and equipment (FFE) will be required. WHO MAY RESPOND : Interest in this Sources Sought announcement is open to certified small business contractors, relative to the primary NAICS 236220, Commercial and Institutional Building Construction. As specified within FAR 4.1102, all interested small business General Construction firms shall be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/public/SAM/ prior to award. SUBMISSION REQUIREMENTS: All interested general contractors shall include within their Capabilities Statement package, the following information concerning their firm but not limited to: their company's name, DUNS number, business address, telephone number(s), and small business type/status. Your statement of qualifications must provide sufficient information that will demonstrate the experience of your firm in the following areas : 1. Current or previous projects that are similar in scope and value to the work required under this project 2. Cost control, project schedule and safety quality control procedures 3. Experience in federal or public sector construction projects 4. Project Tools/Software Capability responses should include experience in the logistics in working with a Project Team, construction schedule, and budget. Each project listed is to include: a. A brief scope (description) of the project, b. Location of project, c. The dollar value of the project (award amount and final contract amount), d. Project schedule (contract award and completion dates compared to actual dates) Sources Sought Pertinent Factors for Consideration of Qualifications Previous Projects of Similar Scope and Value - Construction and renovation projects and a proven record of completing at least two projects of similar scope with a constructed value more than $10,000,000 within the last five years Project Location - Completion of three or more renovation projects in the Central United States in the last five years indicating familiarity with local conditions and subcontracting community Cost control, project schedule, safety and quality of work - Completion of projects with a record of excellent performance by reducing cost, exceeding quality requirements and completing project ahead of time and on or below budget. General Contractor has established Safety Quality Control procedures and protocols which are consistently applied to all projects Government Experience - Public sector projects over last 5 years. Project Manager and a Superintendent have a proven record working on projects with the Federal Government Project Tools and Software - Utilization of project management tools and software. Tools and software used are of current industry standards - indicate project management tools and software employed on projects.
