- The Federal Aviation Administration (FAA) intends to award a single source Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to Broadcast Microwave Services (BMS), Inc., 12367 Crosthwaite Cr., Poway CA. The Federal Aviation Administration Logistics Center (FAALC) has a requirement for Aircraft Video Downlink (AVDL) system receiving equipment and training in support of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to purchase AVDL receiving equipment and training from BMS as no other comparable equipment is compatible with the existing CBP BMS aircraft transmitters. CBP currently employs aircraft video transmitters that utilize the BMS proprietary encryption protocol (known as BMS Transmission Privacy). All receiving equipment must be capable of receiving video transmitted in the current encryption protocol. No other known vendors manufacture equipment capable of receiving video encrypted using BMS Transmission Privacy. The anticipated contract will contain a one-year base period and three one-year options. The proposed NAICs code for this acquisition is 334310, Computer Systems Design Services, with a size standard of 750 employees. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
