- MOBILE RADIOLOGY SERVICES-LAKE NONA CLC VAMC-ORLANDO, FLORIDA THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this sources sought notice is to obtain information on qualified contractors who have evidence of current capability to provide mobile radiology services for the Orlando VA Medical Center. This notice does not guarantee that a solicitation will be posted in the future. This information is being submitted for the purpose of seeking sources only. The U.S. Government is in no way obligated to do business with, or to enter into, any form of contract with any person, firm, or other entity that receives or responds to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. Information obtained as a result of this notice will be used in completion of market research to determine the level of interest, particularly small business interest, in providing the required services as designated by the Government. REQUIREMENT: The Orlando VAMC Lake Nona Community Living Center (CLC), 13800 Veteran's Way, Orlando, Florida has a requirement for Portable X-Ray Services. The proposed contract, if awarded is anticipated to be a firm fixed price type single award contract. The proposed solicitation/contract, if issued, is issued under Title 38 U.S.C. 8153, Health Care Resources Sharing Authority. Contractor shall furnish all labor, material, tools, equipment, maintenance and repair of all contractor furnished equipment (including a mobile unit), specialized staff, training and required supplies necessary to perform portable X-ray services. Contractor must own and operate, at a minimum the following Mobile/transportable radiographic systems including X-ray generator and digital imaging receptor (CR or DR). Radiographic systems must include appropriate hardware and software to immediately create a Digital Imaging and Communications in Medicine (DICOM) compatible CD for import into the Philips PACS, the only allowable format for x-ray imaging study results. All interested parties shall submit a Capabilities Statement for your company, your teammates and or subcontractors and documentation that demonstrate the firm's capability to provide qualified potential candidates meeting the below criteria. 1) Technical Factors 1 - Qualification and Capability A. Personnel Qualification Subfactor 1Must be Board Certified by the American Board of Radiology (ABR) or American Osteopathic Board of Radiology (AOBR) with a current Florida license and US citizenship. Experience must be detailed. Subfactor 2Must be currently registered with the American Registry of Radiological Technologists (ARRT). Technologists must hold a current Florida license. Experience must be detailed. Subfactor 3Must have and maintain proper state licensure. The qualifications of such personnel will be reviewed by appropriate VA Staff. B. Technical Ability to Provide the Services: Subfactor 1Must supply at least two (2) portable radiography systems which produce digital x-ray images (CR, DR technology) Subfactor 2Will be evaluated on the adequacy and effectiveness of the described technical approach. Subfactor 3 Must be trained and qualified to determine of Pregnancy status of patients prior to imaging. Subfactor 4Must be certified and remain current in Basic Life Support (BLS) training. Subfactor 5 Must be able to read, understand, speak and write English. 2) Technical Factors 2 - Past Performance Subfactor 1Past performance as it relates to mobile Radiographic services. RESPONSES: All interested parties are requested to indicate if their firm, teammates and/or subcontractors are any of the following small business socio-economic categories (list all that apply); Service-Disabled Veterans-Owned Small Business (SDVOSB); Veteran-Owned Small Business (VOSB); 8(a) Set-aside; Hubzone; Woman-Owned Small Business (WOSB). SDVOSB or VOSB registered in VetBiz? Is your firm registered in the System for Award Management (SAM)? Also, indicate if your firm has a Federal Supply Schedule (FSS). All interested parties shall submit the NAICS codes and size standard applicable to their firm. All interested parties are encouraged to submit responses by email to Elizabeth Romero at Elizabeth.Romero@va.gov. NO LATER THAN 04:00 PM (Eastern Time) DECEMBER 2, 2013.
