- Request for Information (RFI) for Supply Procurement Stand-alone contract REFERENCE NUMBER: N66001-14-R-0015 ***LARGE AND SMALL BUSINESSES ALIKE ARE ENCOURAGED TO RESPOND TO THIS NOTICE*** Space and Naval Warfare Systems Center, Pacific (SSC Pacific) operates the R/V Acoustic Explorer, a 130 ft oceanographic research vessel based at Naval Base Point Loma in San Diego, CA. SSC Pacific is looking into options related to the replacement of its main engines and associated transmissions on board the vessel. 1. This Market Survey is issued to improve supply specifications and requirement understanding through dialogue with industry to ensure a prospective Request for Proposal (RFP) promotes competition without unnecessary limitation. 2. The Government anticipates this effort to be a Firm Fixed Price type contract for delivery of supplies in 2014. This is a new requirement for SSC Pacific. 3. The Governments estimated dollar range for this effort is: Below $5 Million. 4. The applicable NAICS code is 333618 with a size standard of 1,000 employees. 5. Interested parties (both large and small businesses) are encouraged to review the draft specifications in attachment (1). After reviewing attachment (1), interested parties are encouraged to respond to the RFI with following information: a. Describe in detail whether or not the draft specifications sufficiently describe the supplies to be procured. b. Comment on any specifications that would unnecessarily limit a potential offeror from competing for this procurement. c. Recommend additions/deletions to specifications to improve the procurement. 6. In addition to comments on the specifications, interested parties (both large and small businesses) are encouraged to provide the following: a. Propose supplies that would meet the specifications in attachment (1), or identify elements of the specifications that need to be changed/relaxed. If changes to the specifications are identified, describe the cost of alterations needed to support the proposed supplies. b. Describe any warranties offered, to include the price and terms of any extended warranties. c. Describe any installation services or support offered. d. Propose a delivery timeline. 7. RFI responses shall include all of the following information: a. Company name, mailing address, phone number, fax number, e-mail, and title of designated point of contact. b. Business type (Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned and/or Service Disabled Veteran-Owned Business). c. Business size including total annual revenue, by year, for the past three years and number of employees based upon North American Industry Classification System (NAICS) code 333618, Other Engine Equipment Manufacturing. d. CAGE code and DUNS number (if available). e. If responding as a small business concern, discuss your ability to comply with the requirements of FAR 52.219-14, Limitations on Subcontracting. This information may be used to determine your companys capability to perform a potential contract. Respondents will not be notified of the results of this evaluation. All submissions become Government property and will not be returned. 8. Interested parties are requested to respond to this RFI in Microsoft Word for Office 2000 compatible format. RFI responses are limited to 10 pages including cover sheet, administrative pages and all attachments. Responses shall be submitted via the SPAWAR E-Commerce Central website. No proprietary information is being sought by way of this RFI. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate any proprietary information from non-proprietary information in your response. Please be advised that all submissions become Government property and will not be returned. 9. Response Deadline: Responses are requested no later than 10 December 2013 at 2:00 PM Pacific Standard Time. Responses shall be submitted to SPAWAR electronically via the SPAWAR E-CC website located at https://e-commerce.sscno.nmci.navy.mil. 10. Support Contractors: Contractor support may be utilized to review or evaluate RFI responses. If contractor support is utilized, the following company may review or evaluate RFI responses: MAR Range Services LLC. If contractor support is utilized, MAR Range Services will submit non-compete and non-disclosure letters for the prospective procurement action. If any responder to this RFI has an objection to MAR Range Services review or evaluation of their response, please state the objection in the RFI response. 11. Questions regarding this announcement shall be submitted via the SPAWAR E- Commerce Central website. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SPAWAR E-Commerce Central website. Accordingly, questions shall NOT contain proprietary or classified information. Questions may also be submitted via email to SSC Pacific Contract Specialist Trapper Ballard at trapper.ballard@navy.mil. Summary: Responses to this RFI are not considered binding offers and will not be accepted by the Government to form a binding contract. The information provided in the RFI is subject to change. The Government has not made a commitment to procure any of the items discussed and release of this RFI shall not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI, and any follow-up information requests, will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement.
