- This is not a Request for Quote. This is a Sources Sought/Request for Information. The purpose of this announcement is for market research purposes to determine what capable organizations are available and interested in providing postdoctoral science and technology policy fellows to support NOAA's federal missions. The North American Industry Classification System (NAICS) code 813920 (size standard in gross annual receipts of income as defined in 13 CFR 121.104) for this potential procurement has a size standard of $14 Million for small businesses. NOAA seeks up to 10 postdoctoral science and technology policy fellows for a 2 year placement to contribute to the federal policymaking process while learning firsthand about the intersection of science and policy. NOAA envisions the fellowships as providing the opportunity for scientists and engineers, from recent PhD recipients to senior-level professionals, to learn about policy-making while contributing their knowledge and analytical skills to the federal government. The Fellows, representing a broad array of science and engineering fields relevent to NOAAs mission disciplines, bring a common interest in learning about the intersection of science and policy, and a willingness to apply their technical training in a new arena. The host NOAA offices value the Fellows for their external perspectives and critical thinking skills, as well as for their technical expertise from which the Fellows "help managers achieve maximum effectiveness or economy in their operations" (FAR 37.203 (a)) by providing policy development advice developed from the most current products of the academic and private sectors. Fellows will be placed in NOAA corporate offices in Washington DC, and NOAA operational Line Offices in Silver Spring, Maryland. General Work categories typically associated with these fellowships are as follows: * Provide policy formulation, program development and science activity advice to NOAA Staff and Line Offices in the major areas of climate change, marine and ocean science, meteorology, and atmospheric science; * Conduct interagency coordination and internal and external outreach in support of NOAA's mission activities; *Advise NOAA on strengthening scientific integrity; developing science policy; developing and implementing strategic initiatives; and developing, coordinating and delivering research plans and workshops arising from the above; *Individual work products will vary based on the official placement within NOAA of the Fellow. Responses to this request for information shall not constitute responses to any request for quote, which is not currently available. No request for quote currently exists; therefore, do not request a copy of the request for quote. The decision to solicit for a contract shall be solely at the Government's discretion. This request for information is not to be construed as a commitment by the Government, nor will the government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the result. The Government's evaluation of the capability statement received may factor into whether any forthcoming request for quote will be conducted as a small business set-aside, full and open completion, or sole-source procurement. Firms that believe they are capable and interested in providing these services may submit a capability statement which shall be considered by the agency. The capability statement shall be no more than ten (10) pages in length and shall address the following topics: * Organization's name, Address, Phone Number, Email, and Point of Contact Information * Brief summary describing your organization and how it fits into this requirement. * Description of fellows previously provided to federal agencies or other organizations, including academic disciplines used, selection process for fellows, the general locations and organizations of their placement, information on major activities completed by contractor or deliverables of the placement and contribution of the fellowship to fellows subsequent career activities; * Include business size classification (e.g. large business, small business, 8(a), HUBZone, Small Disabled Veteran Owned Small Business, Woman Owned Small Business, Disadvantaged Women-Owned Small Business Concerns, Veteran Owned Small Business, etc.). Submissions will not be accepted after November 29, 2013. Electronic responses are required and shall be submitted to Joan Clarkston at joan.e.clarkston@noaa.gov. The Announcement number should be listed in the subject header of the email. All documentation shall become the property of the Government.
