- The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, Lower Granite Lock and Dam Wastewater Treatment Plant. This will be a firm fixed-price construction contract. The place of performance is the Walla Walla Army Corps of Engineers Lower Granite Lock and Dam, Pomeroy, WA. Construction magnitude is between $1,000,000 and $5,000,000. Performance and payment bonds in the amount of 100% of the contract price will be required. The NAICS Code for this project is 237110 and the associated small business size standard is no more than $33,500,000.00 in average annual receipts. This sources sought announcement is a tool to identify businesses with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement for Small Business. Please do not respond to this notice unless you intend to submit an offer when the official solicitation is released. 1) A statement or list of current and/or past technical experience similar to or the same as the summary scope of work. Include a brief description of each project scope; your firm's role in the project; project schedule, including completion date (or projected completion date); and dollar value. 2) A reference list for each of the projects submitted in #1 above. Include the name, title, phone number and email address. 3) A statement of your firm's bonding capacity. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), women-owned). 5) Cage Code and DUNS number. Summary of Scope of Work: This contract is for wastewater system improvements including the decommissioning and removal of the current main lift station, construction of a new lift station with duplex submersible grinder pumps and a new 3-inch diameter force main, new septic and dosing tanks and a new drainfield. This contract will also involve improvements to the existing Juvenile Fish Facility (JFF) Lift Station, and installation of a new 5kV feeder to provide electrical service to the existing JFF, proposed new JFF, and new wastewater facilities. Fiber optics for telecommunications will also be installed. Upon completion of the new collection and treatment facilities, the existing wastewater treatment plant will be decommissioned from service and demolished by the contractor.
