Description
Department of Health and Human Services, National institutes of Health, National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases (NIDDK), 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892. National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure on a sole source basis with University of Southern California Epigenome Center, 1450 Biggy Street, Los Angeles, CA 90033 for Illumina HM450 Data Production of 420 Samples; Includes Bisulfite conversion, quality control testing and HM450 data production. Aberrant DNA methylation events in the genome are emerging as important events in diabetes development. Genetic inheritance may have the potential to affect DNA methylation and thus in turn the gene expression patterns of coding genes and non-coding RNAs (miRNAs and long non-coding RNAs [LncRNAs]) in predisposed individuals. The Contractor shall provide NIDDK Contracting Officer's Technical Representative (COTR) with data on Genome-wide DNA methylation levels of CpGs dinucleotides in blood-derived DNAs from 420 individuals from Native American diabetes-prone families. The contractor shall receive total genomic DNAs from NIDDK, then prepare and quality control bisulphite-treated DNAs for each of 420 DNAs extracted from blood, carry out DNA methylation analyses using the Illumina Infinium Methylation 450k Beadchip (HM450) and include appropriate controls, provide technical guidance and troubleshooting to the NIDDK Project Officer on the work performed under this procurement, complete analysis on data output and provides all quality control reports as well as MS docs, BAM files, any TlFF image, XML files or TXT (raw) files, provide all completed data in two forms: raw and analyzed. The analyzed data set will be quality controlled, normalized within and between all Chips/platforms and technically ready for use or statistical analyses once selected repetitive and SNP probes are removed by the NIDDK project Officer following receipt of data. Genome-wide DNA methylation analysis of bisulphite-treated total genomic DNAs service is not to exceed one year within October 1, 2013 to Sept 30, 2014. Actual service is not to exceed 8 weeks from the time DNA samples are sent to USC Epigenome Center. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The National Institute of Digestive Diseases and Kidney Diseases (NIDDK) plans to procure on a sole source basis with University of Southern California Epigenome Center. This is not a solicitation for competitive quotations. However, if any interested party believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:00 AM EST on November 22, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
