- Description: The U.S. Army Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), Program Manager Combined Arms Tactical Trainers (PM CATT), Project Manager for Ground Combat Tactical Trainers (PM GCTT) is developing a new contract vehicle to replace the legacy Bradley Advanced Training Systems -Urban Operations (BATS-UO) and Conduct of Fire Trainer-Enhanced (COFT-E) virtual trainers. This Acquisition encompasses: 1) development and production of 55 mobile/institutional trainers and 40 Table Top Trainers (TTT), 2) new equipment training, 3) spares, and 4) system technical support. The period of performance for this contract is projected to be five years. It is projected that ten Bradley Gunnery Training System trainers will be ordered each year, except for the last year which would be 15. It is projected that ten TTT will be ordered each year for the first four years. The trainers need to replicate all of the Bradley Gunnery Training functionality of existing M2/M3A2 ODS-SA and M2/M3A3 Bradley Fighting Vehicles (BFV) M2/M3A2 ODS-SA (Operation Desert Storm -Situational Awareness) COFT-SA (Conduct of Fire Trainer- Situational Awareness) Mobile and Table Top Training devices in accordance with the Heavy Brigade Combat Team (HBCT) Gunnery Manual FM3.20-21. The intent is to mirror existing fielded devices to minimize configuration issues during life cycle support and training events. It is contemplated that this award will be made through the Best Value Trade Off approach in accordance with FAR 15-101. This acquisition will require access to information classified as quote mark Sensitive but Unclassified, as well as International Traffic in Arms Regulations (ITAR) controlled. The Information identified as SBU or subject to ITAR will be on FBO's controlled website as the information is Sensitive but unclassified data subject to export control. The Government Furnished Information (GFI) will be posted in Federal Business Opportunities (FBO) website as an export controlled, explicit access document package quote mark file quote mark link (U.S. Contractors Only). When the FBO quote mark file quote mark link is clicked, the user is taken to the quote mark packages quote mark sub-tab for the opportunity. To review this controlled Sensitive but Unclassified package, a user is required to have a valid Marketing Partner Identification Number (MPIN) entered in the system. The MPIN is part of the Central Contractor Registration (CCR) profile for an entity. The 'FBO.GOV Vendor Guide', located in the Federal Business Opportunities 'www.fbo.gov' homepage, provides detailed instructions for the access ad review of controlled packages associated with an opportunity PEO STRI is currently developing its acquisition approach as well as the delivery schedule of the contract. This Request for Information (RFI) solicits industry's feedback on this procurement to help develop the Government's acquisition approach. Background: The COFT-SA trainer replicates the performance of the M2/M3A2 ODS-SA and M2/M3A3 Bradley Fighting Vehicles (BFV), enabling the crew to operate in a synthetic environment. It trains and sustains the Gunner and Commander in critical gunnery skills, as required, for direct fire engagements. Each trainer consists of a Crew Station module, Computer System Rack (CSR), and Instructor Operator Station (IOS). The COFT-SA comes in three configurations: 1) Mobile - environmentally-controlled shelter containing a crew station, image generator and instructor/operator station on a trailer with power generator. 2) Institutional/classroom - stand alone crew station, CSR and instructor/operator station. 3) Tabletop trainer configuration - gunner's station, commander's station, CSR and instructor/operator station, housed in portable, hard-sided transit cases. The COFT-SA is a dual configuration design. It can be run in a M2/M3A2 ODS-SA or M2/M3A3 configuration. The configuration change is software driven, with no corresponding hardware reconfiguration between modes. This selection is made at the IOS at start-up. Intended Capabilities: The COFT-SA is a virtual gunnery trainer that replicates the performance of the M2/M3A2 ODS-SA and M2/M3A3 Bradley Fighting Vehicles (BFV) and is designed to meet the specific training needs of BFV Gunners and Commanders. Its design shall include: For Mobile and Institutional Systems System must be designed around Government furnished COFT-SA Software Baseline (Provided as GFE, Software Version M/I 1.1-19562 (Mobile and Institutional) and ( Table Top Trainer (TTT) 1.1-19562. Access to these documents will be controlled as they are subject to ITAR, and classified as SBU. The visual/display subsystem shall provide a computer generated representation of the synthetic environment to the gunner and commander. Ability for voice communication between Gunner/Commander and Operator/Instructor The trainer shall provide correct field of view for the BFV, including periscopes in the commander's station. The trainer shall provide realistic real-time aural cues appropriate to the vehicle dynamics, malfunctions, terrain and exterior occurrences. The crew compartment shall have the necessary controls, indicators, switches and crew position components that replicate the functionality of the BFV M2/M3A2 ODS-SA and M2/M3A3 platforms to support all training tasks. The Instructor/Operator station shall provide capabilities to view and record all optical views from the Gunner and Commander and provide an After Action Review (AAR). Operation that replicates the turret slewing, laser rangefinder and engagement of the BFV. The COFT-SA mobile configuration shall be transportable by International Standardization Organization (ISO) standards and/or Department of Transportation (DOT) Standards. A power generator and HVAC unit shall also be included to support all power and air conditioner requirements. The system shall be able to connect to shore power provided by a facility. The mobile configuration shall house one trainer station, CSR and the Instructor Operator Station (IOS). It shall be capable of being prepared for transportation over road in no more than 4 hours. It shall be transported via commercial tractor or truck, and the US Army M915A5 with no special permits for size or weight. It shall also be certified for transport in C-17 and C-5 aircraft. For the Table Top Trainer (TTT) System must be designed to utilize the Government furnished COFT-SA Software Baseline. System must physically represent all the necessary controls, indicators, switches and crew position components that replicate the functionality of the BFV M2/M3A2 ODS-SA and M2/M3A3 platform to support all training tasks of the TTT software. The trainer shall provide realistic real-time aural cues appropriate to the vehicle dynamics, malfunctions, terrain and exterior occurrences. System shall utilize two man lift, hard sided, transportable cases. System shall have a Instructor/Operator station with ability to view all gunner/commander optical views.
