Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source, cost plus fixed-fee contract for Engineering Change Proposal (ECP) 5700NG updating the T-45 Operational Flight Program (OFP) Software in Global Positioning System Inertial Navigation Assemblies (GINA) to Northrop Grumman Guidance & Electronics Company, Inc., 21240 Burbank Blvd., Woodland Hills, California 91367-6675 under authority of FAR 6.302. Northrop Grumman is the Manufacturer of the GINA System. As the sole designer and developer, only Northrop Grumman possesses the proprietary data rights necessary to satisfy the Government's minimum requirements. Such data is required for the successful implementation of the required engineering and logistics support. The GINA is a self-contained, all altitude strap-down Inertial Navigation System, and an Embedded GPS Receiver. Changes to the OFP software are required for correcting the GINA mis-compare and loss of velocity vector, improving mini-bias update capabilities, updating Magnetic Variance (MAGVAR) coefficients to 2010 survey data, and modifying ZLG plasma start Built-In-Test (BIT) preventing start-up failures. The requirement reflects the activities used to implement the required software changes. The prospective contract period of performance will be completed no later than 12 months after contract award. The estimated value of this requirement is $3,149,000. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
