- SPE4A1-14-G-0003 Parker BOA Identification of Requirements (IOR) No telephone requests will be accepted. Direct your requests and communications to: ATTN: Defense Logistics Agency (DLA) Aviation - AUC, Melissa A. Small, Contracting Officer, via email at melissa.small@dla.mil or by facsimile at (256) 876-1590. The purpose of this initiative is to establish a basic ordering agreement (BOA) with an associated price list for the national item identification numbers (NIIN) listed in the attached identification of requirements (IOR) to provide consumable and depot level repairable (DLR) items for DLA, Army, Navy, and Air Force aviation supply chains in support of multiple weapon system platforms. These items will provide stock coverage for customers both overseas and in the United States (U.S.) including Alaska, Hawaii and its possessions. The Government will place orders under the proposed BOA for DLA direct (DD) support only. The proposed BOA is for supplies designated as sole source to Parker Hannifin Corporation (Parker). This initiative will result in the establishment of a BOA for which orders may be placed for a basic period of five years. The estimated annual requirements for this initiative will be coordinated with the DLA Small Business Office as well as the Small Business Administration (SBA) on an annual basis. Additionally, the estimated annual requirements will be synopsized on an annual basis. The overall anticipated period of performance is 3 June 2014 through 2 June 2019. The delivery for all orders will be on a freight on board (FOB) origin basis and all orders will be in accordance with Federal Acquisition Regulations (FAR) Part 15, military unique items only. Flight safety parts and critical safety items (CSI) are included within the IOR. It is the Government's intent to establish a BOA with an associated price list to the sole source original equipment manufacturer (OEM) of the identified items; therefore, if any non-OEM source is interested in providing any of the stated NIINs, please notify the Contracting Officer prior to the synopsis closing date. Any alternate source must submit the appropriate data and receive approval by the cognizant Government engineering support activity (ESA). Firms that can produce the items listed in the attached IOR are encouraged to identify themselves. Surplus dealers are also invited to respond to this synopsis. Respondents should identify quantity available and price. The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. Foreign firms are reminded that all requests for solicitation must be processed through their respective embassies. This acquisition contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751 ET SEQ) or the Export Administration Act (Title 50, U.S.C., APP 2401-2402 Executive Order 12470).
