Description

The Government intends to award a Time and Materials (T&M) - Firm-Fixed Price (FFP), multiple-year contract for the pre-sorting mail services at the VA/HITC, Hines, IL. All work shall be completed in accordance with the PWS (Section B.4). The successful offeror will be determined on the Lowest Price Technically Acceptable (LPTA) basis. The Government intends to select one Small Business (SB) contractor for award, whose offer is found technically acceptable and provides the lowest price. Preference will be given to Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) concerns. For partnership or sub-contracting arrangements to be considered for award, the offeror must show that at least 51% of work will be completed by a SB, SDVOSB, or VOSB concern. The requested start date is 18 November 2013. Later start dates may be considered. However, preference will be given to offerors proposing earliest start dates. It is the offeror's responsibility to ensure that all content is included in the offer and that the offer is received by the Government.
