Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W9124A-14-T-0009-01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-70. The associated North American Industrial Classification System (NAICS) code for this procurement is 339999 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-12-12 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The APG - Huachuca Installation requires the following items, Meet or Exceed, to the following: Base Period of Performance: 12/23/2013 - 12/22/2014 LI 001: KIDDE LIVE FIRE TRAINER BASE BASE YEAR: 23 DECEMBER 2013 TO 22 DECEMBER 2014 A maintenance support is needed for the Live Fire Structural Training System (LFSTS) and Aviation Trainer due to its criticality to the DoD Fire Fighter Certification Program. There are many fire burner control units using LPG that require upkeep and/or replacement to keep the system operational. These components are vital for the on-going fire protection capability LFSTS provides Fort Huachuca. It is essential to have a contract to handle emergency issues when critical components malfunction requiring the assistance of a certified maintenance technician to respond and fix the problem. This service will consist of unlimited time for phone support 24/7. Two site visits per year on site for 3-days. During this time they will fully test the system and determine how to correct any problems. They will also work from a customer provided list of problems and make any necessary repairs. They will also provide emergency response trip to the installation in order to correct any problems that result in system failure. It is imperative this contract be renewed to maintain functionality of this LFSTS equipment that provides realistic training which is part of the DoD certification program to have live training fires., 1, EA; LI 002: Contract Manpower Data Element BASE YEAR: 23 DECEMBER 2013 TO 22 DECEMBER 2014 In accordance with clause 5152.237-4900 'Reporting of Contractor Manpower Data Elements", 1, EA; Option 1 Period of Performance: 12/23/2014 - 12/22/2015 LI 001: KIDDE LIVE FIRE TRAINER OPT YR 1 OPTION YEAR I: 23 DECEMBER 2014 TO 22 DECEMBER 2015 A maintenance support contract is needed for the Live Fire Structural Training System (LFSTS) and Aviation Trainer due to its criticality to the DoD Fire Fighter Certification Program. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Huachuca Installation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Huachuca Installation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
