- THIS IS A SOURCES SOUGHT SYNOPSIS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The United States Environmental Protection Agency (EPA) is performing a "market search" for SMALL BUSINESSES in preparation for a future procurement entitled ? UATMP, PAMS, and NMOC Support.? The U.S. Environmental Protection Agency (EPA) is seeking small business (SB) for a requirement to provide ambient air sampling and analysis support for air toxics and ozone precursor programs. Air toxics ambient monitoring support is provided under the Urban Air Toxics Monitoring Program (UATMP) and is available to state, local, and tribal agencies to include, but not limited to, National Air Toxics Trends Station (NATTS) and Community-Scale Air Toxics Ambient Monitoring (CSATAM) program participants. The ozone precursor monitoring support is available to Photochemical Atmospheric Measurement Station (PAMS) and Non-Methane Organic Compound (NMOC) program participants. The contractor will be responsible for providing support for the programs described above. To be considered a potential source, a firm must demonstrate its ability to provide the necessary personnel and services to support the effort delineated by the attached draft Statement of Work (SOW). The Contractor shall provide support in the implementation and operation of PAMS monitors which includes 1) VOC and carbonyl analysis, 2) automated and manual gas chromatography operation, 3) quality assurance and quality control (QA/QC) program development, 4) standards preparation and certification, 5) data reduction and validation, and 6) onsite technical assistance. The Contractor will be responsible for providing support for CSATAM which includes 1) identifying and profiling air toxics sources, 2) developing and assessing emerging measurement methods, 3) characterizing the degree and extent of local air toxics problems, and 4) tracking progress of air toxics reduction activities. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. See the attached draft SOW. The purpose of this notice is to advertise this requirement to seek all qualified small business firms under NAICS code 541380 capable of providing this support. The anticipated period of performance for this requirement is 5 years (e.g. five (5) 12 month ordering periods). Any interested Small Business should submit information which demonstrates the firm's ability to perform the key requirements described above. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The capability statement should also include: small business size status certification for the above referenced NAICS code, whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email address, and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business awardee. Capability statements should address their ability to meet this requirement. Responses to the above should be submitted to Mitch Richard at richard.mitch@epa.gov no later than 12 P.M. eastern time November 25, 2013. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this sources sought synopsis. The intent of this synopsis is to determine if any source(s) exist, therefore, no solicitation (RFP) is available. No telephonic or faxed requests will be honored. Point of Contact(s): Rob D.
