- Posted Date: November 12, 2013 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: November 15, 2013 In accordance with FAR Subpart 6.3, As per the Federal Acquisition Rules (FAR) Subpart 6.3, this justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1 ii A substantial duplication of cost to the Government that is not expected to be recovered to the through competition only one responsible source and no other source will satisfy the Agency's requirements for this item. The U.S. EPA\ORD\NERL-Cincinnati OH. The Net Zero supply and equipment purchase is a sole source due to Campbell Scientific being the only vendor found that can provide the specifications required for the research. Additionally, getting these items from the same vendor provides consistency during the research process. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within three (3) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
