- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center (NIH CC), Radiology & Imaging Sciences, intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii). The Clinical Center (CC), plans to procure, on a sole source basis, from Carestream Health, Inc. 150 Verona St. Rochester, NY, 146068-1733. Carestream Health is the manufacturer of the PACS currently in use at the Clinical Center. The PACS serves as the heart of the Radiology Enterprises's Image viewing experience. The Radiology Information System CONTAINS PROPRIETARY SOFTWARE MANUFACTURED BY Carestream, and can only be serviced and maintained by Carestream Health to guarantee efficiency. The purpose of this acquisition is to build new modules interfaces and enhancement to support the NIH 3rd party billing initiative. Radiology and imaging Sciences provides imaging services to the National Institutes of Health Clinical Center's patients who participate in research protocols conducted by the various NIH institutes. Imaging services include x-rays, fluoroscopy, mammography,ultrasound, magnetic resonance imaging (MRI) scans, computerized tomography(CT) scans and interventional radiology(special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. Radiology Information System (RIS), which is used by the radiologists to create reports, which are sent to the CRIS (Clinical Research Information System or the Clinical Center's Hospital Information System). The RIS also facilitates the daily workflow within the radiology department. Orders placed in CRIS flow through the RIS to the medical scanners and then from the scanner to the PACS where the studies are reviewed by the radiologists and reported in the RIS. The reports are then forwarded to the CRIS. In order to support the billing pilot program at NIH, the following components will need to be built: 1. The HL7 interface to pass the exam coding and financial information to SCM. 2. The exam coding workflow and the corresponding reconciliation procedures. 3. The interface to pass patient insurance information to RIS. 4. The enhancement to the communication mechanism between RIS and Executive Information System (EIS) 5. The enhancement to the current mechanism of parsing and display order detail fields (OBX 3.1/2) 6. Automatic Email services for critical reports and STAT Exams. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 5 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be Hand Carried or sent via other mail or package Delivery Services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. This acquisition will be processed under FAR Part 13 - Simplified Acquisitions and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541512 and the business size standard $25.5m. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract. The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than November 22, 2013 at 4:00PM, Eastern Standard Time.
