- Attachment 8 Solicitation Package ATTN: The solicitation number in DIBBS is SPE4A6-13-R-1214. The M in the solcitiation number in the header is a mistake. The solicitation and all of the attachments are included in this notice. Send the final proposal package to Kelly Watts. PR 1000011747: Defense Logistics Agency (DLA) intends to award a follow-on contract to provide cylinder and industrial gas support to the U.S. Military forces in the CENTCOM region. Request for Proposal SPE4A6-13-R-1214, will be solicited for award of an Indefinite Quantity Contract (IQC) under FAR 15. The ordering period will include a 1-year base period and four 1-year option periods. Annual Economic Price Adjustments are applicable to this requirement. Delivery: FOB Origin with Inspection and Acceptance at Origin in accordance with the following delivery schedules: Revised Time Definite Delivery (TDD) Schedule (Appendix 8 of DoD 4140.1-R, DoD Supply Chain Material Management Regulation): i. IPG 1Category 1: Seven (7) days ii. IPG 2Category 2: Seven (7) days iii. IPG 3Category 3: Twenty-four (24) days The solicitation will contain approximately 100 NSNs in FSC 6830 (list to be provided upon request). The Government may add NSNs during the contract period. The contractor will be responsible for supplying various types and grades of industrial gases in a variety of cylinder sizes; delivering filled cylinders The contractor will be responsible for supplying various types and grades of industrial gases in a variety of cylinder sizes; delivering filled cylinders to the customer's site or depot; picking up empty cylinders from the customer's site, as required; maintaining a pool of U.S. Government furnished empty cylinders at the vendor's site; performing maintenance on empty cylinders, as required; providing reports; and disposing of unserviceable cylinders, as required. This solicitation will be customer direct support. The final contract award decision will be based upon a combination of price, past performance, management, and technical evaluation factors as described in the solicitation. Formal cost and pricing data is required. NSNs are not Critical Safety Items. Solicitation does not contain progress payments. The estimated solicitation issue date will fall within November 6, 2013 and November 19, 2013. The solicitation closing date will fall 30 days after the issue date of the solicitation. This synopsis will be posted for 15 days from October 22, 2013 to November 6, 2013.
