- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with MacroSys LLC to debug and re-program the National Highway Construction Cost Index Computation (NHCCI) software. The NHCCI was developed by the FHWA to get useful information on price changes that affect highway projects. The purpose of this project is to improve the functionality and efficiency of the computer code used in the NHCCI computation in areas of run time, composite index reliability, and robustness of handling raw input data. MacroSys is the only source that can complete the proposed project because they have conducted in-depth research and developed the overall flow on how to compute the NHCCI and helped the FHWA gain significant understanding on raw da t a involve d, limitations of the raw data, computation challenges, data stability control, and potential sub-indexing of the Index for various construction items such as asphalt, steel, and concrete. More importantl y, MacoSys developed and coded a preliminary computer code to process raw data and produce the eventual index. The FHWA has adopted MacroSy s ' s preliminary method and MacroSys's computation code has been used since 2011. The code was also used retroactively processed historical data dating back to 2003. Given that MacoSys developed the original soft ware, its familiarity with the original code and its knowledge on the construction industry data; we believe it will be most advantageous to use MacroSys to accomplish the needed code updating. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $57,500. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
