- This is being issued as a clarification regarding the solicitation procedures This is a synopsis for commercial items prepared in accordance with the format in Subpart 13.5, as supplemented with additional information included in this notice. SOLICITATION # SPE4A513R1183 PR# 0049946374 ; NSN 6150-00-329-2281 ; Firm Fixed Price Definite Quantity Contract; Unrestricted Acquisition; Other Than Full and Open Competition; The only approved manufacturing source is Unison, Cage 59501- Cable Assembly, Spec P/N 48753 ; Critical Application Item; Configuration Control Applies; Quantity of 742 units; Inspection/Acceptance at Origin; FOB at Origin; Requested delivery is 108 days after receipt of order; Electronic Offers are not acceptable; Progress Payments are not offered as the conditions at FAR 32.5 have not been met; Any manufacturer, other than the approved source, wishing to submit a proposal on this item must submit a complete source approval package and a complete solicitation package. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 13.5. This announcement constitutes that: a letter solicitation is being issued and proposals are being requested from the approved source and a written solicitation will not be issued and posted to DIBBS. ABVS/PPIRS applies. The final contract award decision may be based upon a combination of price, past performance and other evaluation factors as described in the solicitation. This is not a Critical Safety Item (CSI) and there are no First Article Test (FAT) requirements. All responsible sources may submit an offer that will be considered. A copy of the solicitation will be not available via the DLA-BSM Internet Bid Board System (DIBBS). Sole Source per (FAR 6.302). The solicitation issue date is November 12, 2013. The anticipated closing date is November 13, 2013 at 2:00 PM EST. The provision at 52.2112-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. The provision at 52.212-2 regarding Evaluation of Commercial Items is applicable. All offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition.
