Z--Indefinite delivery, indefinite quantity (IDIQ) Job Order Contract (JOC) in support of U.S. Army Garrison Fort Lee, Virginia Solicitation Number: W911SF-12-R-0029 Notice Type: Pre-Solicitation Synopsis: The U.S. Army Mission and Installation Contracting Command, (MICC), Fort Benning, intends to issue a solicitation for an Indefinite Delivery, Indefinite Quantity Job Order Contract (JOC) to support the U.S. Army Garrison Fort Lee Virginia. The resulting contract will be for a five (5) year ordering period. The estimated value of this requirement is $90,000,000 to $100,000,000 for the life of the contract. The requirement will be set-aside for small business with only the following small business economic groups considered for award: The designated North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with a size standard of $33.5 million. The general scope of work of this contract is to provide all work, materials, supplies, parts (to include system components), transportation, plant, supervision, labor, and equipment, except when specified as Government-furnished, needed to repair or construct real property facilities at U.S. Army Garrison Fort Lee, VA. The contractor shall provide quality assurance as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits to be outlined in the contract requirements and task orders awarded under the contract. The contractor's work and responsibility shall also include all planning, programming, administration, and management necessary to provide repair, construction, and related services as ordered. The contractor shall be responsible for site preparation and cleanup for each task order issued under the contract. Further, the contractor shall provide related service such as preparing and submitting required reports, maintaining record drawings and performing other administrative work. Interested parties must be registered in The System for Award Management (SAM) to be eligible to receive a government contract. Registration information can be obtained at the sam.gov website. This solicitation will be a best value Lowest Price Technically Acceptable (LPTA) Request for Proposals (RFP) subject to FAR Part 15.101-2 procedures. To be considered acceptable, offerors shall specifically address each of the evaluation factors set forth in the solicitation. Sufficient detail should be provided citing specific data as may be required, such that the proposal may be adequately evaluated. The government anticipates release of the solicitation on or about 26 November 2013. The proposal due date would be scheduled for 30 calendar days after the date the solicitation is made available. These are projected dates and are subject to change. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Interested parties may download and print the solicitation from the FedBizOpps website http://www.fbo.gov. The Government reserves the right to cancel the solicitation either before or after the proposal opening with no obligation to the offeror by the Government.
