Description
The proposed Train, Educate, and CoacH (TEACH) program will be a new multiple award Indefinite Delivery/Indefinite Quantity (MAIDIQ) Contract for a wide range of training tasks and services to support the Warfighter Outside the Contiguous United States (OCONUS) and Continental United States (CONUS) locations. The North American Industry Classification System (NAICS) Class Code is 611430 - Professional and Management Development Training which has a small business threshold of $10 million average annual receipts. The TEACH services acquisition is to make available a broad range of services essential to train, educate and coach U.S. Army Soldiers, other Military Services personnel, Department of Defense personnel, other Federal Agencies personnel, contractor personnel, partnered nations to include Municipal City and State Government in the skills required to successfully perform mission requirements. U.S. Army needs will include individual, unit, crew and collective training support programs in order to prepare key leaders, individual soldiers, units and staff/headquarters elements to perform their full training mission. IMPORTANT: A third Task Order (TO) Performance Work Statement (PWS) is provided with this announcement for industry review. The first two TO PWSs were provided in posting dated 16 October 2013. All three TO PWSs represent a cross section of the type of requirements both in complexity and estimated dollar value anticipated for award under the TEACH MAIDIQ contracts. The potential exists for any or all of these draft requirements to be competed and awarded with the TEACH IDIQs. There are multiple reference documents and additional information related to the draft PWSs which have distribution restrictions and will be made available at a later date with request instructions. All communication related to TEACH acquisition shall be sent in writing to email address: TEACHacq@peostri.army.mil. Emails sent to mailboxes other than TEACHacq@peostri.army.mil will not be considered and will not receive a response. NEW INFORMATION POSTED WITH THIS MODIFICATION The purpose of this modification is to: 1. Notify Industry that a Train, Educate And CoacH (TEACH) briefing and Question and Answer session will be conducted during the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) in Orlando, Florida on 04 December 2013 from 0900 - 1100 EST, in Room S330C (Government Meeting Room #1). 2. Provide Industry with the proposed Small Business Strategy and Evaluation Process. This information is provided in a PDF file under the ADDITIONAL DOCUMENTS link provided toward the bottom of this announcement. There is limited seating capacity in this conference room. In an effort to allow for maximum participation, there will be a limit of one seat per industry partner. Industry partners who wish to attend must register by completing the Conference Registration form and submitting it to the PEO STRI Acquisition Center TEACH team at TEACHacq@peostri.army.mil. All registration requests must be submitted to this Email address in order for it to be considered an official submittal. A response from the Government will act as your registration confirmation and will inform you of your attendance status. Registration will done on a first come first served basis. All parties are encouraged to submit questions/comments on the excel sheet titled I_ITSEC Q&A, that may be answered at the Industry forum, no later than 15:00 on 27 November 2013 to the aforementioned mailbox. Q&A received at the venue may not be answered at that time. All Q&A will be documented and posted to FedBizOpps at a later date.
