Sources Sought Synopsis and Statement of Work Request for Information NMAN7941-14-00026BS Sources Sought Synopsis THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. This will be a firm fixed-price procurement. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the NOAA Office of Marine and Aviation Operations seeks potential vendors to provide security watches aboard the NOAA Ship Oscar Dyson while moored in its home port on Kodiak Island, AK, in accordance with the statement of work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. Please include relevant experience and other pertinent information that demonstrates your ability to complete the requirement. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this request for information is no later than COB November 18, 2013. No collect calls will be accepted. The phone number for the Purchasing Agent is (303) 497-5588.   Statement of Work Service Contract for Security Watches NOAA Ship Oscar Dyson October: 07/2013 Introduction The NOAA Ship Oscar Dyson, a commissioned research vessel owned by the National Oceanic and Atmospheric Administration, is home ported on Kodiak Island, AK. The ship's primary pier is Pier 2 at the City Dock. The Oscar Dyson is a fisheries research vessel that primarily operates in the Gulf of Alaska and Bering Sea. Scope The purpose of this Statement of Work (SOW) details the requirements needed for security watches aboard the vessel while moored in its home port. General Specifications of Vessel • LOA: 209ft • Breadth: 49.2ft • Mean Draft: 19.4 ft • Tonnage International: 2218 GT • Max height above waterline: 75ft Performance standards • Training and vessel familiarization will be provided by the ship's officers or designated crew members for new and untrained security watch standers. • The security watch standers shall provide hourly security rounds, visiting and inspecting all spaces of the ship (excluding staterooms.) • The security watch standers are required to contact the designated OOD, duty engineer or CO if any "unusual" events occur. Unusual events are defined as, but not limited to: bridge alarms, fire, flooding, unauthorized personnel boarding, and other dangers that can affect the security and safety of the vessel. • Security rounds and all unusual events shall be noted in the vessels security watch stander's log. List of Government Furnished Material • Log books, flashlight, training & familiarization material. Special considerations Security Requirements • All watch standers shall possess an appropriate state or federal issued ID, such as a driver's license or TWIC card. The ship's berth is on Port of Kodiak property; TWIC cards are not required unless the Port security increases to MARSEC 2. Period of Performance: • 1FEB2014 - 31JAN2015 • Option Year 1: 1FEB2015 - 31JAN2016 • Option Year 2: 1FEB2016 - 31JAN2017 • Option Year 3: 1FEB2017 - 31JAN2018 • Option Year 4: 1FEB2018 - 31JAN2019 o Week days: 0000-0800; 1600- 2400 o Weekends: 0000-2400 Coordination: • Annual coordination with the Oscar Dyson's Commanding Officer or Executive Officer shall be scheduled to ensure quality and efficient security services are provided.
