- CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA250-13-Q-1038 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-09-25 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Cleveland, OH 44106 The VHA NCO 10 - 539 - Cincinnati, OH requires the following items, Brand Name or Equal, to the following: LI 001: Thermal Cycler System. Life Technologies Corp Model No. 4359659: 2720 Geneamp Thermal Cycler or like model. Like models must include the follow requirements: - Capable of handling 96 ?well plates or 0.2ml reaction tubes. - No larger than 10?W x 18?D - Must have a temperature range of 4.0?C-99.9?C with an accuracy of at least +/-0.5?C., 1, EA; LI 002: Life Technologies Corp Model No. N8080249 Amplitaq Gold 5X1000U. Supply of Polymerase Enzyme to amplify DNA and run reactions with the Cycler., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 10 - 539 - Cincinnati, OH intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 10 - 539 - Cincinnati, OH is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. Equipment offered under this bid should be made deliverable to the Cleveland VA Medical Center, located at 10701 East Boulevard, Cleveland OH 44106 as FOB destination. Acceptance will be made upon receipt of all items and once inspection has been confirmed by the facility's biomedical engineering department. When submitting a product that has been determined to be of "equal" value. Sellers must submit documentation detailing the products specifications. Documentation should include part numbers and a commercial product brochure detailing all of the equipment's capabilities.
