- Environmental Systems Research Institute (esri). The government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(iii). The NAICS Code is 511210 (Applications software, computer, packaged). The contract requires the renewal and maintenance of GIS (Geographic Information Systems) mapping software with the U.S. Special Operations Command, Headquarters at MacDill AFB, Tampa, FL. The software will provide a wide range of functions, to include location analytics, data visualization and geographic intelligence for military and civilian applications. This notice of intent is not a request for competitive proposals; however, any proposal received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to charles.weiner@socom.mil or faxed to Charles Weiner, SORDAC-KS, 813-826-7504 no later than 19 November 2013 at 11:00 a.m. Eastern.
