Description
MOORING CHAIN SAMPLE TASK ORDER MOORING CHAIN DESCRIPTION CDRLS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation N39430-14-R-CHAIN is issued as a Request for Proposal (RFP). The extent of this FFP IDIQ contract shall be for a Base year (one year period) and two one-year Option years. CLINs shall be established for each year. The proposed maximum CLIN ceiling for the base or each option year period is NTE $1,000,000. The NAICS code is 332999. Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme has a requirement to provide services to furnish the qualified personnel, equipment, and material necessary to fabricate chain and accessories under either FM3 grade, ABS R3S, R3S grade specifications and chain and anchor joining links to specification MIL-DTL-2710B. The Contractor shall be responsible for producing quantities as identified below for each mooring component: ITEM SPECIFICATION CJL, Baldt-style All 3 types as well as MIL-SPEC-DTL-2710B AJL, Baldt-style All 3 types as well as MIL-SPEC-DTL-2710B Chain, stud link All 3 types Spider Plate FM3 Pear Link FM3 Plate Shackle FM3 Ground Ring FM3 Swivel Shackle FM3 Sizes of items that should be available for production are 1.50, 1.75, 2.00, 2.50, 2.75, 3.00, and 3.50 inch. Further explanation and details are described below. Contractor efforts shall include, but will not be limited to: FM3 Components - Chain and accessories shall be produced to the technical report, TR-6036-OCN, Purchase Description for the Production of FM3 Materials, revision E, Attachment (A), with the following exceptions: Flash butt welding of the chain links shall be performed in accordance with standard industry practice. The contractor shall provide ABS manufacturing process approval certification for this procedure. Serial number stamping shall be on the 3rd stud from each end of the shot of chain. No stamping of identification numbers, etc. shall be performed on the link body. Stamping of identification markings shall only be done on the studs. The minimum dry film thickness for the finish, as described in section 3.8 of TR-6036-OCN shall be 8 mils. An alternative coating system that meets the performance requirements MIL-P-23236 may be submitted to the Government for approval as part of the Contractor's technical proposal for individual task orders. The minimum dry film thickness for the approved alternative coating system shall be 8 mils. All chain shots manufactured to FM3 shall have the studs modified for cathodic protection in accordance with section 3.6.3 of TR-6036-OCN. Anchor and chain joining links manufactured IAW specification MIL-SPEC-DTL-2710B may be substituted for anchor and chain joining links manufactured to FM3 specifications. This substitution shall be stated as part of the task order proposal by the Contractor. Each heat of bars used in the manufacturing of the chain in this specifications to meet the hydrogen embrittlement requirements for R3 offshore mooring chain per ABS Guide for Certification of Offshore Mooring Chain, section 2 part 3.5.2, latest edition. ABS R3 or R3S Grade Components -Chain and applicable accessories shall be produced to the ABS R3 or R3S guidelines as specified in "Guide for Certification of Offshore Mooring Chain", latest version, with the following exceptions: The marking of chain and accessories shall include the year of manufacture along with those items identified in Section 4 part 13, Section 5 and part 13, respectively. Serial number stamping shall be on the 3rd stud from each end of the shot of chain. Stamping of identification markings shall only be done on the studs. No stamping of identification numbers, etc. shall be performed on the link body. The contractor shall show their adherence to the required quality assurance procedures as called out by the appropriate FM3 and ABS specifications. All equipment used in the manufacturing and testing of chain and/or accessories shall have a current calibration in accordance with ABS, ASTM or the appropriate industry standard. Copies of calibration certificates for equipment used for the fabrication of mooring chain and accessories within a task order shall be provided as part of the Contractor's Manufacturer's documentation report. The finish for all chain and accessories shall be per section 3.8 of TR-6036-OCN. The last link of each shot shall have a top coat of white epoxy paint. An alternative coating system that meets the performance requirements MIL-P-23236 may be submitted to the Government for approval as part of the Contractor's technical proposal for individual task orders. The minimum dry film thickness for the approved alternative coating system shall be 8 mils. Chain shots and accessories shall be shipped by the Contractor to US Navy Fleet Mooring inventory storage sites at Port Hueneme, CA and Gulfport, LA or may be shipped directly to a project site within the United States, its territories or bases. The shipping destination will be stated in the individual task orders. The Contractor shall be responsible for loading trucks at the manufacturing facility. The Government shall be responsible for offloading trucks at the designated destination stated in the individual task orders. Costs for shipment of chain shots and accessories purchased under a task order will be included as a separate cost item in the Contractors task order cost proposal. Material Certifications and Documentation Reports shall be submitted in accordance with the specification to which the chain and/or accessories were produced to. Material certifications shall be submitted to the Government prior to fabrication of mooring chain and/or accessories. Test reports shall be submitted to the Government prior to shipment of completed mooring chain and/or accessories. The packaging and marking for all chain and accessories shall be per section 5.0 of TR-6036-OCN for FM3 chain and per latest version "Guide for Certification of Offshore Mooring Chain" and section 2.2 of this statement of work. Materials procured under each task order shall be delivered within 9 months of DO award or as negotiated under each task order. Dates and places of delivery and acceptance will be specified in each individual task order award. Minimum guarantee is anticipated to be placed upon initial task order award. Contractor proposal requirements: At a minimum, the following items will be submitted as part of the Contractors proposal for evaluation: a) Documentation that the chain manufacturing facility is an approved chain manufacturing facility by the American Bureau of Shipping for the size chain required. b) A copy of the manufacturers Quality Control Plan demonstrating adherence to the required quality assurance procedures as called out by the appropriate FM3 and ABS specifications. c) Welder qualifications and qualified weld procedures to be used. d) A technical plan for the fabrication of mooring chain and accessories iaw Attachment A and ABS "Guide for Certification of Offshore Mooring Chain", latest version. The technical plan shall include and demonstrate (1) an understanding of the objectives and work to be performed in the fabrication of mooring chain and accessories IAW the specifications; (2) Staffing resources; (3) Work plan to accomplish the work; and (4) Proposed subcontractors usefulness and value. For proposal evaluation, provide your company's 1) Technical Capability, 2) Past Performance history, 3) Safety, and 4) Price proposal information. The Government will evaluate the above factors. Please base your proposal on the following attachments: Attachments A- CDRLS, B-Fleet Mooring Description, and C-Sample Task Order. Provisions of the contract: Provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies to this acquisition. Offerors are to include with their proposal a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items.
