- The purpose of this notice is to respond to questions submitted by industry seeking clarification on solicitation due dates on solicitation W91RUS-13-R-0015 for the U.S. ARMY EUROPE - THEATER NETWORK OPERATIONS SECURITY CENTER (E-TNOSC) 5th SIGNAL COMMAND THEATER Non-personal Information Technology Services and Support requirement. Responses to other industry submitted questions will be provided as soon as possible. No additional questions are requested at this time. The solicitation documents will be updated to reflect changes and corrections in the near future. QUESTIONS AND ANSWERS: Q1: Solicitation Section # Section L and Attachment J-3 Section Number/Section Title (Page Number)L.7.3.1.a - Proposal Submission (pg. 57 of 181) L.7.4.A.(3) - Past Performance Questionnaire (pg. 70 of 181) Attachment J-3 Past Performance Questionnaire The RFP lists three different due dates for submitting completed past performance questionnaires to the government: Section L.7.3.1.a. states, quote mark Offerors must ensure there Past Performance references return the Past Performance questionnaire by the due date of 8 January 2014. quote mark Answer to Q1: There is no Section L.7.3.1.a. Past Performance references are to return the Past Performance questionnaire by the due date of 8 January 2014, 11:30 MST. quote mark Q2 : Section L.7.4.A.(3) bullet three states, quote mark Offerors are responsible for ensuring their references return the Past Performance Questionnaires directly to the following address by 11:30 AM Arizona time on 18 December 2013. quote mark Answer to Q2: The due date for references to submit PPQ is corrected to read 8 January 2014, 11:30 MST. Q3: And Attachment J-3 Past Performance Questionnaire states quote mark quote mark Submit completed past performance questionnaire by 2:00 PM Eastern, 20 Nov 2013. quote mark Will the government clarify/confirm that completed past performance questionnaires are to be submitted by 11:30 AM Arizona time on 18 December 2013 and revise the PPQ attachment to reflect the correct due date? Answer to Q3: The due date listed on Attachment J-3 Past Performance Questionnaires is incorrect and will be changed to 8 January 2014. Q4: On the 2nd page 70 (sheet 166 of 181), under Past Performance Questionnaires: We are told the Past Performance Questionnaires are to be returned by 11:30 AM Arizona time on 18 December, 2013. quote mark Earlier, on page 57 (sheet 153 of 181) at the end of paragraph L.3.1.a, we were told the Past Performance Questionnaires must be returned by 8 January 2014. Please clarify. Answer to Q4:The due date for Past Performance Questionnaires is 8 January 2014, 11:30 MST. Q5:Section L - Section Number/Section Title (Page number).3.1- Proposal Submission (pg. 59 of 181) L.7.4.A.(3)- Past Performance Questionnaires (Pg. 69 of 181) Will the government confirm the correct date that completed Past Performance Questionnaires are due to the government? Section L.3.1 states PPQs are due by 10AM MST on 8 January 2014, but Section L.7.4 A.(3)- states PPQs are due by 11:30 AM Arizona time on 18 December 2013. Answer to Q5: Past Performance Questionnaires will be due to the Government at 11:30am MST on 8 January 2014. Q6: Section L.3.1.a - Army Requirement- L.3.1.a - Offerors must ensure there Past Performance references return the Past Performance Questionnaire by the due date of 8 Januaryr 2014. Section L.3.1.a It is stated here that PPQ's are to be submitted by 01/08/14, however in section L.7.4.A.3, the government states the due date of 12/18/13 for the PPQ. Will the government please confirm which date is the correct date? Answer to Q6: Section L.3.1.a does not discuss Past Performance Questionnaires it discusses proposals. Section L.7.4.A.3 has been corrected to reflect PPQ due date of 8 January 2014, 11:30 am MST. Q7: Section L.3.1.a - Army Requirement- L.3.1.a - Offerors shall submit the proposals, with cover letter, by 10:00 AM Mountain Standard Time (MST) on 8 January 2014. Based on the quantity and importance of the pending answers to our questions in regards to how we properly price our response; will the government extend the due date 30 days? This extension would help bidders other than the incumbent contractor, build a better proposal response which would create an open and fair competition. Answer to Q7: Offeror due time has been changed to 11:30am MST, due date remains 8 January 2014.. Q8:RFP Location -Attachment J.2, Past Performance Questionnaire Please clarify that the contract number in the title/header should be changed from W91RUS-13-R-0004 to W91RUS-13-R-0015 Answer to Q8: The solicitation number in the title/header on Attachment J.2, Past Performance Questionnaire has been changed to W91RUS-13-R-0015. Q9:Section L.6.1, Proposal Submission, pg 59 Attachment J3 Please confirm that the due date for the past performance questionnaire is 18 December. Answer to Q9: The due date for Past Performance Questionnaires is not 18 December 2013. PPQ will be due on 08 January 2014, at 11:30am MST. Q10: RFP Section L Para # l.3.1 &l.7.4,A.,3. Page # 57 & 60 L.3.1 Proposal Submission, a., states in part, quote mark Offerors must ensure there Past Performance references return the Past Performance Questionnaire by the due date of 8 January 2014. quote mark Please clarify if the Past Performance Questionnaire are due on 8 January 2014 or 18 December 2013. Answer to Q10: Past Performance Questionnaires will be due to the Government at 11:30am MST on 8 January 2014. Q11: RFP Reference Attachment J.3 Past Performance Questionnaire, Section L.3.1 Proposal Submission (page 57)Section L.7.4 Volume III - Past Performance (Factor 2) L.7.4.A.3 Past Performance Questionnaires (Page 44) The J3 attachment, Past Performance Questionnaire (PPQ), states in the heading quote mark Submit completed past performance questionnaire by 2:00 PM Eastern, 20 Nov 2013 quote mark Multiple dates are listed as the requirement for the return of the Past Performance Questionnaire (PPQ). Section L.3.1 indicates quote mark Offerors must ensure their Past Performance references return the Past Performance Questionnaire by the due date of 8 January 2014. quote mark Section L.7.4.A.3 indicates a due date of 18 December 2013. Lastly, Attachment J3 provides instructions to quote mark submit completed past performance questionnaire by 2:00 PM Eastern, 20 Nov 2013. quote mark Please confirm the expected PPQ response date is 8 January 2014, aligning with the due date for the technical and cost proposals. Answer to Q11: The Past Performance Questionnaire (PPQ) will be due to the Government at 11:30am MST on 8 January 2014. Attachment J3 and L.7.4.A.3 are corrected to reflect 8 January 2014. Q12: Section L.7.4 Volume III - Past Performance (Factor 2) L.7.4.A.1 List of Past Performance References (Page 68)Section L.7.4.A.1 requires the offeror to quote mark provide a list of no more than five (5) references but not less than three (3)...by 11:30am Arizona Time on 04 December 2013... quote mark Given that PPQs are not due until 8 January 2014, please clarify whether the List of Past Performance References remains due on 4 December 2013. We recommend allowing the List of Past Performance References to be due on 8 January 2014, aligning with other proposal elements, and ensuring that offerors have the flexibility necessary to provide accurate data regarding the reference contacts should they change subsequent to submission of the References but prior to submission of the PPQ. Answer to Q12: List of Past Performance References due date of 4 December 2013 is incorrect. List of Past Performance References is due on 18 December 2013 at 11:30am MST. Q13:Section L.7.4 Volume III - Past Performance (Factor 2) L.7.4.A.2 The Past Performance Information Document (PPID)(Page 68) Section L.7.4.A.2 indicates quote mark Completed PPIDs shall be due by 11:30am Arizona Time on 18 December 2013... quote mark Please confirm that PPIDs are due in advance of other proposal elements, rather than on 8 January 2014. Answer to Q13: PPIDs are due on 18 December 2013, in advance of proposal due date of 8 January 2014, 11:30am MST. Q14: Solicitation Section L & Attachment J3 Section Number L.3.1.a pg 57 of 181, L.7.4.A.1 pg 68 of 181, L.7.4.A.2 pg 68 of 181, Attachment J2 - PPQ Form Will the Government please verify that the Past Performance Questionnaire is due at the proposal submission date of January 8, 2014, and that the other three dates given are errors? Answer to Q14: The Past Performance Questionnaire (PPQ) will be due to the Government at 11:30am MST on 8 January 2014. The Past Performance List of references will be due to the Government at 11:30am MST on 18 December 2013. The Past Performance Information Document will be due to the Government at 11:30am MST on18 December 2013. The incorrect due date of 20 Nov 13 on Past Performance Questionnaire has been corrected to 8 January 2014. The Past Performance Questionnaire Solicitation number has been corrected to W91RUS-13-R-0015
