Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals, proposal abstracts, bids, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to determine potential bondable and experienced businesses such as: Service-Disabled Veteran-Owned Businesses (SDVOSB), Veteran-Owned Businesses (VOSB), 8(a) contractors, HUBZone Small Businesses, Women-Owned Small businesses (WOSB), and Small Disadvantaged Businesses (SDB), with regard to an upcoming project to provide construction services of the VA Bay Pines Medical/Surgical project which involves the phased demolition and rebuilding of two D-wing wards on levels 3 and 5 in the main Hospital Building 100. Each of the D-wing Wards is 14,700gsf for a total project area of 29,400gsf. These wards include a full interstitial space above in which all existing services associated with each Ward will be demolished and replaced. The project will be phased such that the 3D ward will be completed and occupied prior to beginning the 5D ward. The project duration is estimated to be a total duration of approximately 27 months broken down into the 3D-(12 months) then move-in/move-out to be phased then 5D-(12 months). Each ward will be renovated into 24 Medical/Surgical beds for a total of 48 new beds, 15,000sf. The demolition will include asbestos abatement as part of the demolition. The estimated cost for this project is between $6,000,000.00 and $8,000,000.00. The firm should have an approved North American Industry Classification System (NAICS) of 236220 with the size standard of $33.5 Million average annual gross revenue to be considered a small business. At this time, no solicitation exists, therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety) for a single project and aggregate; and (4) Construction experience of similar projects in size, scope, complexity, and dollar amount. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the solicitation separately from their response to this sources sought. Please submit capability packages via email to: jose.bumbray1@va.gov no later than 1:00 pm EDT on December 15, 2013 and in the subject line state "VA Bay Pines 3D & 5D MEDSURG RENOVATIONS and [Company Name]". CFM anticipates the solicitation will be issued around February 2014, and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
