Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a cost plus fixed-fee delivery order for T-45 aircraft non-recurring engineering development of an engine air inlet modification under the Basic Ordering Agreement, N00019-11-G-0001, to The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, Missouri 63134 on a sole source basis under authority of FAR 6.302. Boeing is the Original Equipment Manufacturer for the T-45 aircraft. As the sole designer, developer, manufacturer, and supplier of the T-45 aircraft, its systems, and the integrator of GFE, only Boeing possesses the proprietary data for the design, engineering and performance details of the aircraft necessary to satisfy the Government's minimum requirements. Such data is required for the successful implementation of the required engineering and logistics support. Activities conducted under this effort will include non-recurring engineering efforts such as designing, integrating, and testing of modified air inlets, preparing an Engineering Change Proposal, developing Technical Directives, producing Validation/Verification Kits, and providing a prototype of an Air Inlet Screen. The prospective delivery order has an estimated period of performance of three years consisting of a base period and two one-year option periods. The estimated value of this requirement is $15,000,000. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
