- The following action is to be competed to fulfill the need of the U.S. Army Research Institute for Environmental Medicine (USARIEM), Natick, MA, for one True One 2400 metabolic measurement system manufactured by ParvoMedics. See below for more details. There is a Justification and Approval document attached to this solicitation which provides the basis for restricting consideration to one particular manufacturer/brand. This announcement constitutes the solicitation by the U.S. Army Medical Research Acquisition Activity (USAMRAA), Ft Detrick, MD as a Request for Quote (RFQ) and offers must be submitted in writing (oral offers will not be accepted). The North American Industry Classification System (NAICS) code is 334516 (size standard 500 employees). DESCRIPTION: A quantity of one ParvoMedics True One 2400 metabolic measurement system is needed by the Military Performance Division Laboratory for a multi-site/multi-year field study. As ParvoMedics TrueOne 2400 systems were purchased under previous awards made by USAMRAA and the ACC-APG, Natick Contracting Division the one additional system is now needed and must be compatible with the existing four (4) systems and must measure the same variables in an identical manner. As previously stated, there is a Justification and Approval document attached to this solicitation which provides a more detailed justification for restricting competition. Below is the anticipated CLIN structure for this order. Delivery will be made to Natick, MA 01760. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. EVALUATION CRITERIA: Basis for award will be lowest price technically acceptable. Therefore, the two evaluation factors applicable to this requirement are (1) technical capability of the item offered to meet the Government requirement and (2) price. The government reserves the right to make award on the initial offers received without discussions. The full text of the referenced FAR and DFARS clauses may be accessed electronically at http://farsite.hill.af.mil/ The following USAMRAA local clause is incorporated herein by full text: CONTRACTOR MANPOWER REPORTING (CMR) - (ACCOUNTING FOR CONTRACT SERVICES) (APR 2011) (USAMRAA) The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including sub-contractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (l) Contract Number; (2) Delivery Order Number (If applicable); (3) Task Order Number (If applicable); (4) Requiring Activity Unit Identification Code (UIC); (5) Command; (6) Contractor Contact Information; (7) Federal Service Code (FSC); (8) Direct Labor Hours; (9) Direct Labor Dollars; and, (10) Location. In the event the Contracting Officer's Representative (COR)/Contracting Officer's Technical Representative (COTR) has not entered their data requirements first, the contractor must also enter the COR/COTR required data with the exception of fund cite, obligations, and disbursement data.
