Description
The U.S. Office of Special Counsel (OSC) has a requirement for Parking Service and Spaces. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70. The solicitation number is D14PS00058, and the solicitation is issued as a request for quotation (RFQ). The NAICS code is 812930 and the small business size standard is 500 in number of employees. This solicitation will result in an award of a firm fixed-price purchase order. Notification of any solicitation changes will be made by modification to this announcement. The Interior Business Center, Acquisition Services Directorate is issuing this combined synopsis/solicitation for the U.S. Office of Special Counsel (OSC). OSCs requirement is for a single vendor to provide for Parking Services and Spaces. DESCRIPTIONS AND SPECIFICATIONS: OSC requires fifteen (15) employee parking spaces for the OSC senior staff. 24-hour access is required. Facility should be within 3/8th of a mile of 1730 M. Street NW, Washington, DC 20036. Spaces must be self-park spaces due to the early morning and late hours of senior staff employees. Require secure parking, in that key fob or key card is used to enter and exit the parking area. Facility and adjacent premises should provide for a safe and secure environment, should be well-lit and with no significant security or personal safety concerns to customers. Egress and Ingress to the Parking facility should be un-restricted; delivery trucks or other standing/ parked vehicles should not block access to the facility or to adjacent streets. DISCOUNTS: Vendor shall state on quote if any single item or quantity discounts are available. DELIVERY/ PLACE OF SERVICE: Parking Spaces should be within 3/8th of a mile of 1730 M. Street NW, Washington, DC 20036. PRICE and PERIOD OF PREFORMANCE: The period of performance will be for one year from date of award. Contractors shall submit a firm fixed price for all line items, as follows: Line Item # 1: Fifteen (15) Parking Spaces & Services $______ x Qty 12 mos = $__________ TOTAL: $_____________ CLAUSES AND PROVISIONS: Clauses and provisions incorporated by reference in this solicitation can be accessed on-line in full text at the following websites: http://acquisition.gov/far/index.html or http://farsite.hill.af.mil/vffara.htm. The following provision and clauses apply to this solicitation; 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items. Quotes will be evaluated based on lowest price, technically acceptable. Technically acceptable means, submittal must meet the needs of the requirement as stated above. The government reserves the right to make award without discussions. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items. SYSTEM FOR AWARD MANAGEMENT: The clause at 52.204-07, System for Award Management Registration. All offerors must be registered in the System for Award Management Registration (SAM) database before award. The SAM website is https://www.sam.gov/portal/public/SAM/. REPRESENTATIONS AND CERTIFICATIONS: The clause 52.212-3, Offeror Representations and Certifications, Commercial Items. Quoter must either submit a filled-in copy of the provision 52.212-3 Offeror Representations and Certifications - Commercial Items, with quote, or be electronically registered at the SAM website. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items and includes the following clauses: 52.219-28, Post Award Small Business Program Rerepresentation; 52.222-03 Convict Labor; 52.222-19 Child labor-Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities (applicable only if the clause at 52.222-26 is incorporated into contract award); 52.222-26 Equal Opportunity (applicable to contracts awarded in excess of $10,000); 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (applicable to contracts awarded in excess of $25,000); 52.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (applicable only if the clause at 52.222-35 is incorporated into contract award); 52.225-01 Buy American Act - Supplies; 52.225-03 Buy American Act - Free Trade Agreements-Israeli Trade Act (applicable to contracts awarded in excess of $25,000); 52.225-13 Restrictions on Certain Foreign Purchases; and 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registration. ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS INVOICE PROCESSING PLATFORM (IPP): (Effective October 2011) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice The only required documentation is the invoice. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. Invoices for travel must include the name of the traveler, travel itinerary, purpose of travel (event, exercise, workshop, etc), receipts for airfare or other means of transportation, hotel, rental car, and any other expense over $75, and any other documentation requested by the Contracting Officer. A copy of an approved travel request form should be attached for reference. No travel is authorized unless prior government approval from the COTR is obtained If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer with its proposal or quotation.
