CLASSIFICATION CODE: Q - Medical Services; (Q509 - Medical - Internal Medicine) NAICS CODE: 621 - Ambulatory Health Care Services; 621111 - Offices of Physicians (except Mental Health Specialists) Network-9 Contracting Office on the behalf of the Robley Rex VA Medical Center has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities Website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice does not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and Robley Rex VA Medical Center is conducting market research for a Contractor to furnish board eligible and/or board certified Emergency Medicine Physicians to provide Ambulatory Care for beneficiaries of the Department of Veterans Affairs (VA) and the Robley Rex VA Medical Center - Emergency Department, 800 Zorn Avenue, Louisville, Kentucky 40206. Please review the draft Performance Work Statement (PWS) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. SERVICES TO BE PROVIDED: The Contractor will provide only board certified (BC) by the ABEM or AOBEM or board eligible (BE) [within three (3) years of graduating from the Accreditation Council for Graduate Medical Education (ACGME) accredited Emergence Medicine (EM) residency] EM trained physicians to support current staff coverage of the Robley Rex VA Medical Center (VAMC) Emergency Department (ED). The VAMC has an annual volume of approximately 23,000; the admission rate is approximately 20%. The ED does not have a trauma designation. All patients are triaged using the 5-tier Emergency Severity Index. Staffing must be available to supplement Robley Rex VA Medical Center (VAMC) Emergency Department (ED) current staffing. The contractor will provide 4160-hours of coverage per year. The coverage hours needed per individual week are at the discretion of the VAMC and may be variable; however, contractor will be assigned at least 40-hours each week and no more than 120-hours in a week. Coverage will be for onsite Emergency Medicine services and can include any shift including weekends and Federal Holidays. The Primary goal of the Emergency Department (ED) is to provide safe and optimal care for patients presenting with medical and psychiatric emergencies. ED Physicians will provide emergent and urgent medical care for all patients who present to the Robley Rex VA Medical Center (VAMC) Emergency Department (ED) requesting care. The medical care includes stabilization, evaluation, diagnosis, and treatment of the full spectrum of conditions that fall within the breadth of Emergency Medicine such as, but not limited to: abdominal and gastrointestinal disorders; cardiovascular disorders; cutaneous disorders; endocrine metabolic and nutritional disorders; environmental disorders; head, ear, eye, nose and throat disorders; hematologic disorders; immune system disorders; systemic infectious disorders; musculoskeletal disorders; nervous system disorders; gynecology; mental health disorders; renal and urogenital disorders; thoracic-respiratory disorders; toxicologic disorders; traumatic disorders; and Occupational Health work-related injuries and illnesses. This medical care will be provided in the outpatient setting of the ED.
