- Amended Sources Sought Notice CONTRACTING OFFICE U.S. Department of Health and Human Services (DHHS) Food and Drug Administration Agency (FDA) / Office of Acquisitions and Grants Services (OAGS) DESCRIPTION This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (including certified 8(a), Small Disadvantaged, and HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide one (1) flow cytometry unit that is capable of performing cell sorting operations and provide preventative maintenance and repair service of the instrument in accordance with the requirements below. The Contractor's capability statement shall demonstrate the company's ability to meet the FDA's requirements as defined below. Please provide a detailed description of your company's experience (including its teammates, if applicable) and demonstrated abilities to meet the requirements for the purchase of the equipment and maintenance agreement. APPLICABILTIY OF NON-MANUFACTURER RULE In accordance with the Non-Manufacturer Rule, as codified in 15 U.S.C. §637 (a)(17), only domestic small business manufacturers and small businesses that are primarily engaged in the wholesale or retail trade of products of domestic small business manufacturers qualify as a small business for the purposes of this sources sought notice. ANTICIPATED PERIOD OF PERFORMANCE The period of performance shall be for a base period of one (1) year with four (4), one (1) year option periods from the date of award. SCOPE The Contractor shall provide one (1) flow cytometry unit that is capable of performing cell sorting operations and provide preventative maintenance and repair service of the instrument pursuant to the specifications listed below. CAPABILITY REQUIREMENT Salient Characteristics - The flow cytometry unit must meet the following requirements: • The unit shall contain a footprint of approximately 24 x 20 x 24 inches • A laboratory bench must come standard with the instrument • Optics Requirements - o The instrument shall have two lasers, a 488-nm laser and a 640-nm o The instrument shall have the option of installing a 405-nm laser as a third laser at some future time. o The configuration of lasers shall support multiple applications such as sorting, cloning, and single cell analyses to support other ongoing programs using genomics and next-generation sequencing. o The available fluorescent detectors and filters shall permit detection of the dyes most commonly used with these three lasers. o The alignment controls shall be fixed in order to simplify lens positioning. • Sorting - The instrument must support two-way sorting as well as a diverse set of collection platforms. Examples of required collection platforms include 96 well plates, 5 ml test tubes, 15 ml test tubes, slides, petri dishes and micro centrifuge tubes. The deposition unit shall be automated and capable of quick, exact motion control to support a wide array of applications, including, but not limited to, single cell analyses and cell cloning applications. The deposition unit shall be easily removable for cleaning. • Software Requirements - o The instrument software and instrument technology shall facilitate the ease of operations to setup cell sorting. o The experimental data shall be capable of being visualized in a variety of output formats including, but not limited to; histograms; overlay histograms, dot plots, density plots, and contour plots. These plots shall be able to be graphed using linear, logarithmic, or biexponential scaling. o The software also needs to allow drag and drop ease for sharing graphical data and text for presentations or publications. o Users shall also be able to export and import data as FCS (flow cytometry standard) data files. o The instrument needs to come with a PC workstation with a minimum CPU speed of 3 Ghz, Windows 7 Professional 64 bit operating system, at least 6 G of RAM with a minimum hard drive data storage capacity of 600 GB. The workstation shall also have a DVD +/- RW drive, at least 6 USB 2.0 ports with a large flat panel monitor (27 inch minimum) or two 19 inch flat panel o The instrument software shall be specifically designed for total instrument control during data acquisition, as well as during cell sorting and data analysis. • The Contractor shall provide a one day training session during the installation of the equipment to ensure that the Government can independently operate the instrument. • The Contractor must be an authorized reseller of the flow cytometry unit • Service Engineer must be certified by the manufacturer to service the flow cytometry unit and accessory components. Maintenance Agreement: All system components must be covered by a service contract and must include all travel, labor and parts including one (1) on-site preventative maintenance visit per year to include all parts and labor. Under this service contract there is no additional charge for any service related calls that are placed while under contact. In addition, the Service Engineer must be capable of achieving the specifications set forth in the salient characteristics section above under normal operating conditions when called on site for service calls. All on-site work shall be performed Monday through Fridays from 9:00 a.m. through 5:00 p.m., Eastern Standard Time. Capability statements must demonstrate the minimum requirements outlined above.
