Description
Statement of Work NIAIDNOI13A1654987 This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAIDNOI13A1654987, and the solicitation is being issued as Notice of Intent. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC 05-70). This acquisition will be processed under FAR Part 13, Simplified Acquisition Procedures and is not a Small Business set aside. All responsible sources may submit offers that will be considered by this agency. The North American Industry Classification System (NAICS) Code for this acquisition is 811219, which has a size standard of $19.0 in millions of dollars. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIAID), intends to procure on a sole source bases from Philips Healthcare (PENAC), Maintenance services for PENAC equipment including MRI, PET/CT, SPECT/CT, and X-Ray so that the equipment is capable of operating inside BSL-4 containment. Equipment Service Requirements include the following: Maintenance and calibration that cannot be performed outside the containment zone shall be performed either once annually (post fumigation of space) or shall be performed in compliance with the standard and special practices as described in the BMBL for BSL-4 suit laboratory space. The serial numbers are #42392378, 42392379, 44605002, 44605003, 44605005, 532851, 41444773. The POP is schedule for 12/18/2013 to 03/17/2014 with 3 one month option periods included. Statement of work is included as an attachment. Philips Healthcare PENAC is the only known vendor or manufacturer that is authorized and able to provide certified expertise and technicians. Parts and accessories must be original so not to affect the manufacturer warranty. Contractor Requirements: To provide comprehensive service and maintenance for imaging equipment embedded in a Biological Safety Level 4 containment facility located in the National Institute of Allergy and Infectious Disease Integrated Research Facility at 8200 Research Plaza, Fort Detrick, Frederick, Maryland. The contractor shall perform short-term, i.e., 90 days, preventive, remedial maintenance and repair services to maintain the equipment in good working condition in accordance with the equipment manufacturer's specifications. The contractor will provide all facilities, service reports, materials, parts, test equipment, transportation, labor and other related services for servicing the imaging equipment at the IRF. The IRF imaging personnel will assist in filling of phantoms and placing phantoms on imaging tables during the scheduled preventive maintenance and assist in performing tasks related to service on the high containment side of the imaging suites. The Government will agree that high containment access for contractor's personnel will only be available if the ill-functioning imaging system parts residing within the high containment environment cannot be serviced by one of the IRF imaging staff members. Opening of high containment requires performing a decontamination process and approval of entry by the Division of Occupational Health and Safet While the contractor's personnel are at the Government facility, the contractor is responsible for compliance with all the laws, rules and regulations governing conduct at the IRF. Contractor will follow all Federal, State and local laws related to the safety and health of personnel and property damage. Due to the security requirements imposed by the government the contractor personnel will make appropriate arrangements for escorted entrance into IRF and into the imaging suites to perform diagnostics, preventive maintenance and service on the equipment. Equipment to Be Serviced: All of the equipment to be serviced are Philips Medical Imaging Systems: a. Magnetic Resonance 3T Achieva b. MultiDiagnost Eleva Bio-Safety Lab (BSL) system c.Gemini TF (Positron Emission Tomography (PET) and Computed Tomography Bio-containment system (CT) - Hybrid System) d. Precedence (Single Photon Emission Computed Tomography (SPECT) and Computed Tomography (CT) Bio-containment system The additional Philips Medical Systems Workstations: a.Magnetic Resonance Extended Workstation (EWS) b.Philips Extended Brilliance Workspaces (EBW) (quantity two) c.JETStream Syntegra The Government will award a fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i)Technical capability of the item offered to meet the Government requirement (ii)Price (iii)Warranty The FOB point shall be destination.
