- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE IS NOT A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. Naval Facilities Engineering Command Southeast (NAVFAC SE) is seeking qualified and interested parties in any of the following categories: Small Business, Women Owned Small Business (WOSB), Service Disabled Veteran-Owned Small Business (SDVOSB), U.S. Small Business Administration (SBA) certified 8(a), and SBA certified HUBZone. The Sources Sought number will is N69450-14-R-1155. The project is entitled Installation and Repair of Asphalt and Concrete Pavement for Naval Air Station (NAS) Pensacola, FL; NAS Whiting Field, Milton, FL; Naval Support Activity (NSA) Panama City, FL and Navy Outlying Airfields (NOLF) in AL and FL. The Naval Facilities Engineering Command Southeast (NAVFAC SE) located in Jacksonville, Florida will be the procuring agency for this project and intends to ultimately award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract in the dollar amount of more than $30 Million. The anticipated solicitation release date is on or about second quarter FY 2014. The anticipated award date is third quarter FY 2014. Project Description: This Acquisition is to establish an IDIQ contract for the Installation and Repair of Asphalt and Concrete Pavement for Naval Air Station (NAS) Pensacola, FL; NAS Whiting Field, Milton, FL; Naval Support Activity (NSA) Panama City, FL and Navy Outlying Airfields (NOLF) in AL and FL. NAS Pensacola, NAS Whiting Field and NSA Panama City are ordering offices for their own requirements under this contract. Paving construction task orders may be for roadwork (to include streets, parking lots, and sidewalks), bridge or airfield requirements on an as needed basis during the term of the contract in support of the activities listed above. The Contractor shall provide all labor, materials, equipment, supervision and transportation necessary to perform work as ordered by individual task orders. The Government makes no commitment or promise as to the exact number of task orders or quantities to be issued under this contract. The NAICS code for this solicitation is for 237310, Highway, Street, and Bridge Construction. The Small Business Size Standard is $33,500,000. Interested sources are invited to respond to this sources sought announcement. The government is only seeking a 1 to 3 page response. The information which must be contained in your response is as follows: 1) Name and address of company. 2) Point of contact with phone number and email address. 3) Business size and socio-economic program (HUBZone, 8(a), SDVOSB, etc). 4) Bonding capacity per individual project. 5) Provide information on one highway or street repair project and one airfield repair project for which you were the prime contractor or the primary subcontractor. If you were the primary subcontractor provide a brief explanation of specific paving work your firm performed along with the dollar value. Each project submitted shall have a construction value of approximately $250,000 or greater and completed within the last seven years. Paving work includes installation and/or repair of asphalt, concrete, or a combination of asphalt and concrete pavements. Provide a brief description of each project which includes completion date and final contract value, contract number, location and client POC information. Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will use the information provided for acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 3:00 p.m. (EDT) on 16 December 2013, via email to deborah.torrence@navy.mil. The subject line of the email shall state: INSTALLATION AND REPAIR OF ASPHALT AND CONCRETE PAVEMENT. Emails shall be no more than 5 MB in size. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
