Description
DLA Land and Maritime is required to implement the Supply Chain Integrator (SCI) support for lead-acid batteries on behalf of the Defense Logistics Agency (DLA). Throughout the solicitation there is reference to "battery" or "batteries" which means lead-acid batteries. In order to reduce its logistic footprint for lead-acid batteries, DLA intends to eliminate and reduce inventory from their Depots through attrition and transfer responsibility for supply chain management functions such as forecasting, acquisition, storage, distribution, and transportation to the SCI. The SCI shall provide worldwide support for current and future DoD customers of batteries and the war fighter's readiness by relying on the private sector's ability to manage and perform all responsibilities required under the supply chain for batteries. Battery customers also include Foreign Military Sales (FMS) requirements. It is the intent of the Government to establish as many Long Term Contracts (LTCs) as possible for the batteries supported. LTCs will be established for batteries that DLA currently manages and are normally stocked by DLA. If DLA does not stock the battery, the SCI will be responsible for supporting the NSN by procuring via spot buys and shipping directly to the customer. Pursuant to FAR Part 51, the SCI will be provided ordering authority and shall utilize all designated Government established LTCs in support of this effort. Future LTCs for new batteries are supported by the SCI and will be added upon their award via modification to any resulting contract. The solicitation will outline the areas of responsibility that the SCI will be required to execute. CLIN structure will be as follows: CLIN 0001AA - LTC battery price CLIN 0001AB - Supply chain management fee for LTCs based on the shelf-life requirement as follows: Shelf-life Requirement Remaining Shelf-life OCONUS and FMS Remaining Shelf-life CONUS Greater than 24 months 12 months 6 months Less than or equal to 24 months 6 months 6 months CLIN 0001AC - Spot buys (Stocked NSNs, Non-LTC) CLIN 0001AD - Supply chain management fee for the spot buys on the shelf-life requirement as follows: Shelf-life Requirement Remaining Shelf-life OCONUS and FMS Remaining Shelf-life CONUS Greater than 24 months 12 months 6 months Less than or equal to 24 months 6 months 6 months CLIN 0002AA - Spot buys (Non-stocked NSNs, Non-LTC) CLIN 0002AB - Supply chain management fee for the spot buys on the shelf-requirement utilizing the shelf-life policy under DoD 4140.27M; which states that the material must have 85% shelf-life remaining when the material is delivered to the first Government activity CLIN 0003 - Non-recurring start-up costs to implement/start-up in 240 days The Section B spreadsheet is attached to the solicitation. It is Attachment I. There is a tab titled, "Schedule of Supplies" which lists all identified lead-acid batteries. As part of the requirement, the SCI will be required to submit informal cost breakdowns. The spreadsheet to use is identified as Attachment II. The item descriptions are attached to the solicitation and are identified at Attachment III The 5 year demand history is available as Attachment IV. The delivery schedule will be TDD for items on CLINs 0001AA and 0001AC. A lead-time away delivery will be required for the CLIN 0002AA population. The SCI is required to maintain a fill rate of 90% Evaluation Factors: Technical Transition and Implementation Operations and Management Past Performance Past Performance Financial Price The non-price factors of the solicitation are listed in descending order of importance. The Technical sub-factors, Transitions and Implementation, and Operations and Management are equal in importance. The combined weight of the non-price factors is significantly more important than price. As the two non-price evaluation factors become more equal, the evaluated price becomes more important. All or None is included The estimated contract value is $542.1M. The contract will be for seven years. It will include a five year base period and one two-year option period. All responsible sources may submit an offer/quote which shall be considered. (X) The solicitation will be available in FedBizOpps on its issue date of 11/14/13. (X) The Small Business size standard is 500 employees. (X) Specifications, plans or drawings are not available. (X) The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government. The total duration (base plus option years) shall not exceed 7 years. (X) This proposed procurement includes a family group of items within the Federal Supply Class 6140.
