SOURCES SOUGHT NOTICE FOR STENNIS SPACE CENTER/MARSHAL SPACE FLIGHT CENTER/MICHOUD ASSEMBLY FACILITY SYNERGY-ACHIEVING CONSOLIDATED OPERATIONS AND MAINTENANCE CONTRACT MODIFICATION 001 THIS IS NOT A REQUEST FOR PROPOSAL, QUOATION, OR INVITATION TO BID NOTICE A.Background This is a modification to the subject sources sought notice originally issued on June 6, 2013 with responses requested by June 24, 2013 regarding a Statement of Capabilities from prospective offerors. The National Aeronautics and Space Administration (NASA) has expanded the SACOM scope of work advertised on June 6, 2013 to include all scope associated with the John C. Stennis Space Centers (SSC) Test Operations Contract (TOC) NNS10AA46C. The TOC Scope will be consolidated into the SACOM scope along with the previous identified SSC Facility Operating Services Contract (FOSC) NNS07AB21C, and the George C. Marshall Space Flight Centers (MSFC) Michoud Assembly Facility (MAF) Manufacturing Support and Facility Operations Contract (MSFOC), NNM09AA20C. This consolidation will serve as the follow-on competition for all affected contracts. An updated preliminary acquisition schedule is provided at attachment 2. It is subject to revision as requirements evolve. Due to subject consolidation SACOM additional work elements may include the following: NASA, as an Agency, is at the threshold of developing new space flight systems to support the countrys exploration vision. As part of this, SSC is responsible for developmental and/or acceptance propulsion testing at the component, subsystem, and/or system level. In addition to the previous sources sought, NASA/SSC is inquiring into the resources and capabilities available to conduct tests and test support related activities in support of NASA and NASA customer test projects. Test Support activities i.e. engineering, operate, maintain and manage test activities, cryogenic commodity storage and distribution, logistics program for propellants and high pressure gas systems, data, including delivery, storage, archiving, and security of test data, secure configuration control and analytical tools and methodologies. Test Project Implementation and Test Performance Capability i.e. project management support, test scheduling, design and development of test systems, drafting, special studies, facility build-up, fabrication and activation of test systems, conducting component testing and/or hybrid rocket motor testing, and conducting test project closeout/reviews. This update does not affect the primary North American Industry Classification System (NAICS) code of 561210, Facilities Support Services, with a size standard of $35.5M. B.Information Requested NASA is hereby seeking information from interested parties to perform non-personal technical and management services in support of a wide array of facility service activities at SSC, Mississippi and MAF, Louisiana. All interested parties are only to response to the additional work scope identified in this modification.The intent of this Sources Sought is to request capability statements from interested parties. NASA invites potential firms to complete and submit the SACOM Capability Statement Worksheet Modification 01 (attachment 1) on or before December 2, 2013, by 4:00 p.m. local time. The feedback should be no more than two (2) pages in length. The 2-page submission shall include the SACOM Capability Statement Worksheet. A page is defined as 8.5 x 11, 12 pt, and Times New Roman font. For the purposes of this request, please complete attachment 1 and submit electronically to Marvin.L.Horne@NASA.GOV Sources Sought responses shall include the following (See Attachment 1 SACOM Capability Statement Worksheet Modification 01): (If an interested party has already submitted the below information resubmittal is not required; however information related to the additional work scope shall be submitted.) Name and address of firm Size of business Average annual revenue for past 3 years and number of employees Ownership Business Status - large, small, small disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions Number of years in business Affiliate information:parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime) List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement Point of contact - address and phone number The Government intends to release the names, addresses, and points of contact via FedBizOpps of all respondents unless specifically requested not to do so by the respondent. All questions/comment forms should be directed to the point of contact identified below by the date and time identified above. NASA is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the SACOM. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential firms responsibility to monitor these sites for the release of further information. The Government intends to review all responses submitted by Industry.This data will not be shared outside the Government. The Government may use this data to refine requirements.
