Description
Request for Information: Vendors capable of manufacturing a self-propelled load carrying platform by 04/30/2015 Market Survey - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at https://www.fbo.gov. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane Division (NSWCCD) in Indiana is seeking sources for a self-propelled, load carrying platform (i.e. cart) that meets the characteristics or attributes provided below. The cart will be used to move large, heavy pieces of cylindrical (7 feet in diameter) equipment short distances between an indoor maintenance area and outdoor staging areas. The cart must be able to integrate Government Furnished Equipment (GFE) consisting of a set of powered, tank turning rolls. KEY ATTRIBUTES Capacity: 140,000 lbs (includes payload and GFE) Maximum Width: 10 feet Maximum Length: 43.5 feet Maximum Platform Height: 51 inches Maximum Axle Loads: 113,000 lbs Maximum Wheel Loads: 14,000 lbs Must be capable of integrating a pair of GFE powered tank turning rolls on the cart surface, with a minimum separation of 200 inches and a maximum separation of 311 inches. Must be capable of integrating at least six (6) anchoring tethers or anchoring points to prevent overturning when parked. END OF KEY ATTRIBUTES NSWC Crane Division intends to utilize the information garnered from this special notice to refine the Government's understanding of the technical feasibility, risk, and cost implications associated with this cart. Additionally, the Government seeks Rough Order of Magnitude (ROM) cost information for estimated procurement and life cycle costs. The Government will not award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, or Government's use of such information. Responses will be separated from and have no bearing on subsequent evaluations of proposals submitted in response to any resulting formal RFP. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Responses will be reviewed only by Department of Defense personnel and will be held in a confidential manner. Vendors may separate each unique design into a separate response. RFI Submission Instructions: Companies are encouraged to respond if they have the capability and capacity to provide the cart described above. However, generic capability statements are not sufficient for effective analysis of respondents' capacity and capability to provide the required cart. Responses should directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform while in compliance with FAR 52.219-14 Limitations on Subcontracting. Responses to the RFI should address the following: 1. A capability statement which includes information on the required technologies and resources available to produce a cart that satisfies the key attributes: a. List of specialized machines and equipment b. Critical skills and abilities c. Welder certification(s) d. Examples of past experience e. Quality Management System certificate 2. Key attribute or design criteria capabilities or issues 3. Cart height 4. Maximum speed under load 5. Description of propulsion source along with power/fuel source (prefer diesel) Interested firms that can meet all the requirements set forth above are requested to submit responses with clear and convincing documentation to the point of contact listed. Submittal of information is requested via electronic mail only, no later than 24 December 2013 All responses should be submitted to the attention of david.bush@navy.mil. All information is to be submitted at no cost or obligation to the Government, as this notice is submitted for planning purposes only. Please include company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). This is a Market Survey Notice only and it is not a pre-solicitation notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
