Description
Draft Statement of Work Market Research Questionnaire THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS AVAILABLE AT THIS TIME. This notice is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this notice and the Government's use of such information. Submittals will not be returned to the sender. Contract Requirement: The U.S. Marshals Service, Justice Prisoner & Alien Transportation System (JPATS), intends to procure refresher academic and simulator training for JPATS pilots operating the Saab 2000 aircraft. All services shall be provided in accordance with the attached Draft Statement of Work. Period of Performance: The period of performance is for one base period of twelve (12) months, January 6, 2014 through January 5, 2015. Capabilities Package: All interested small businesses shall submit their capabilities packages demonstrating their ability and experience in providing the services in accordance with the attached draft statement or work. Small business organizations that are certified and qualified as a small business concern under North American industry Classification System (NAICS) code 611512, with a size standard of $25.5M, are highly encouraged to submit their capabilities packages. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the company's existing experience in relation to the areas specified in the attached Statement of Work (SOW). In addition to submitting your capabilities, please respond to this announcement by completing the Market research Questionnaire. If inadequate responses are received, this project may be issued for full and open competition. Response to Sources Sought: Interested parties should submit a capability statement in response to this notice by email to the POC identified below not later than 10:00 am CST, 21 November 2013. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to the POC listed below. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this synopsis. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. NOTE: All contractors doing business now or in the immediate future with the Federal Government must be registered in the System for Award Management (SAM), formally known as Central Contractor Registration (CCR).
