Description
DFARS 252.209-7994 Performance Work Statement COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation ("synopsitation" hereafter) for commercial items prepared in accordance with the are format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions or make no award at all depending upon the quality and price reasonableness of offers received. An award, if any, will be made to the responsible offeror whose proposal conforms to the requirements of the synopsitation and represents the best value to the Government, price and other factors considered. Synopsitation FA8601-14-T-0017, is a Request for Proposal (RFP) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-70, 30 Sep 2013; Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20131031, effective 31 Oct 2013; and Air Force Federal Acquisition Regulation Supplement (AFFARS) Air Force Acquisition Circular (AFAC) 2013-0827, effective 27 Aug 2013. The NAICS code for this acquisition is 541380 and the associated small business size standard is: $19 Million. Synopsitation Closing Date: Proposals must be received not later than 03:00PM, EST, on 22 November 2013. Period of Performance: 1 December 2013- 30 November 2016 Place of Performance: Wright Patterson AFB Medical Center 4881 Sugar Maple Drive, Bldg 830, Area A Wright-Patterson AFB, OH 45433 FOB: Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) INSPECTION AND ACCEPTANCE: Both inspection and acceptance will be by the Government at Destination. The following FAR provisions are incorporated into the synopsitation. The fill-in is completed as follows: FAR 52.212-1: Paragraph (c) Period for acceptance of offers is revised to change the period for acceptance of offers from 30 calendar days from the date specified for receipt of offers to 60 calendar days. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the Online Representations and Certifications Application (ORCA) website. (2) The offeror has completed the annual representations and certifications electronically via the ORCA website accessed through https://www.acquisition.gov. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within15 days. FAR 52.217-9, Option to Extend Term of the Contract. The Government may extend the term of this contract by written notice to the Contractor within 15 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires.
