- The Norfolk District, Corps of Engineers is contemplating a Firm Fixed-Priced Design Build Construction contract using a two-phase, best value, procurement method. This project will be for the design and construction of a 40,000 square foot Tier 2 consolidated Data Center and high-density office spaces located at the NASA Langley Research Center, Hampton, Virginia. This project will result in a new Data Center that will be safe to personnel, protect mission critical assets, and comply with applicable NASA, NFPA, and OSHA criteria. The Building Standard is as follows: ANSI/TIA-942-A-2012 Tier 2. Phase 1 consists of four (4) evaluation factors: (1) Past Performance, (2) Specialized Experience, (3) Key Project Personnel - Capabilities and Experience, and (4) Organization and Technical Approach. Phase 2 consists of seven (7) evaluation factors: (1) Building Functional, Aesthetics and Space, (2) Quality of Building Systems and Materials, (3) Site Design, (4) Sustainability, (5) Proposed Contract Duration and Preliminary Summary Schedule, (6) Small Business Participation, and (7) Cost/Price. The magnitude of construction is between $10,000,000 and $25,000,000. The NAICS code applicable to this requirement is 236220, with a small business size standard of $33.5 million. This procurement will be solicited as unrestricted. Contract duration is estimated at 730 calendar days. The RFP will be available in electronic format only and will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about November 25, 2013. The proposal due date shall be at least 30 days after the RFP is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
