III 3 Rutgers Plaza New Brunswick, N.J. 08901 ATTN: Gail Schmidt, Senior Buyer Phone: (848) 932-2907, ext. 2328 Fax: (732) 932-4390 Email: gschmidt@rci.rutgers.edu Date for receipt of proposals : December 18, 2013 The National Transit Institute (NTI) is seeking proposals from qualified professionals to deliver its existing FTA Real Estate Requirements course. In addition, NTI may periodically request proposers to edit/update the existing course materials. The proposed course is intended for grantees that are or will be acquiring right-of-way for their projects, and for regional personnel who have real estate as a collateral duty. The acquisition of real estate and the displacement of persons for an FTA assisted project is regulated by the Uniform Act. FTA has also developed various additional regulatory guidance materials for its real estate activities. The practical application of the law and the other regulatory materials is often confusing for grantees. This course is an introduction to those issues and provides attendees with a "hands-on" experience for many aspects of the real estate requirements. These include appraisals, appraisal review, negotiation, relocation, and the development of a RAMP and Relocation Plan. Additionally, the course discusses non-Uniform Act issues such as in-kind contributions and donations. Completed proposals must be received in the Procurement Office of Rutgers, the State University of New Jersey no later than 3:00 PM (EST) on December 18, 2013. Late proposals will not be accepted.
