- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W15QKN-14-T-0044 along with incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-61. The NAICS code for this procurement is 333518 and the small business size standard is 500. There is no set-aside for this requirement The U.S. Army ARDEC, Picatinny Arsenal, NJ intends to award one firm fixed price purchase order on a competitive basis for a High Speed, Computer Numerically Controlled (CNC) Horizontal Lathe with X and Y axis milling capability to Picatinny's Small Caliber Manufacturing Cell. This piece of industrial plant equipment will provide a dedicated capability to manufacture punches and dies to support the Bullet Assembly Machine and other equipment in the Small Caliber manufacturing cell. The Lathe shall meet the following salient features: * Lathe turret must be able to utilize/share ARDEC's current inventory of Live-milling heads (Axial, radial, multi-head axial and radial) for the tool turret. These heads were originally procured to be used in Mori Seiki NL2500Y machining centers. * Max. Delivery and Installation: CNC lathe and all components are to be placed on Government specified floor space of Building 3150, Machine Shop, Picatinny Arsenal, NJ 07806. * Training: The contractor shall provide on-site operator's training of 4 ARDEC personnel on the machine after delivery. This training will consist of three days of training including the following topics: programming with the conversational language and communicating with CAM software, operating the machine, and setting up the machine for different types of machining jobs. This one-time training shall occur within 14 weeks after the date of award, immediately after the installation and acceptance of the machine is complete. * The contractor shall provide maintenance training of 2 ARDEC personnel on the machine after delivery in ARDEC's facility. This training will consist of 4hrs of training and should include but not be limited to the following topics: Preventative maintance, hydraulic and electronic system maintance, alarm retrieval, turret alignment. This one-time training shall occur within 14 weeks after the date of award, immediately after the installation and acceptance of the machine is complete. * The contractor shall provide documentation per Certificate of Compliance (DI-MISC-81356A). The documentation will be provided with delivery of the machine. The Certificate of Compliance provides certification that the machine supplied is in full compliance with all contract requirements The equipment and training shall be delivered within 14 weeks of contract award to: US Army, ARDEC Attn: Josh Gallagher Building 3150, Picatinny Picatinny, New Jersey 07806-5000 Summary of Deliverables: The Contractor shall provide the following Machine and documentation * One High Speed, Multi Axis, Computer Numerically Controlled (CNC) Lathe with Milling Capability * One set of operation manuals with the machine installation. A complete duplicate set on CD with the rights to print more copies as needed. * One set of any instructional or auxiliary manuals with the rights to print copies from a CD. * Certificate of Compliance (DI-MISC-81356A) reference paragraph 3.4.3. The offerors quote shall be labeled in a consistent manner with this document. Offerors are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. Offerors shall provide supporting brochures or commercial printed data if necessary to support details included in quote. The burden of proving acceptability remains with the offerors. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume offerors possess any capability, understanding, or commitment not specified in the quote. Basis for Award The Government plans to award a single firm fixed price purchase order as a result of this Request for Quotation (RFQ). The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote for award will be based on an evaluation of quotes in the areas of Technical and Price with award being made to the quoter whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quote would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. 2. Areas to be Evaluated: (1)Technical (2)Price 3. Evaluation Approach Careful, complete, and impartial consideration will be given to all quotes received pursuant to this RFQ. A team of Government personnel will evaluate each quote in the areas described below. The Government intends to evaluate proposal and make one award without discussions. However, the Government reserves the right to hold discussions if deemed appropriate by the Contracting Officer (1) Technical: The technical portion of the quote will be rated acceptable or unacceptable based on assessment of the stated salient features above. These items are deemed critical to meet the Government's requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. (2)Price: The quoted price will be evaluated for reasonableness. The Government will evaluate quoted price per unit and overall total quoted price. Price Inconsistencies: A quote is presumed to represent an offeror's best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance or items and price, shall be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror's understanding of the nature and scope or the work required and their financial ability to perform the contract, and may be grounds for rejection of the quote.
