Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee Delivery Order under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Harris Corporation of Palm Bay, Florida for the FY14 production ramp asset repair of the Fibre Channel Network Switch (FCNS) for the F/A-18/E/F, EA-18G, and E-2D aircraft. As the sole designer of the FCNS, Harris Corporation is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other that full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements". This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. Numbered Note 22 applies.
