Description
VA Local Exchange Carrier (LEC) Services for the Enterprise Request for Information (3) - November 13, 2013 Questions/Industry Input Needed This is a Request for Information (RFI) to conduct market research solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request does not commit the Department of Veterans Affairs (VA) to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Information The mission of VA, Office of Information & Technology (OIT), Service Delivery and Engineering (SDE) is to direct operational and maintenance activities associated with VA's Information Technology (IT) environment on behalf of the Assistant Secretary for Information and Technology (AS/IT). In meeting these goals, OIT strives to provide high quality, effective, and efficient IT services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all points of the Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. This includes overseeing and managing VA regional data centers, the IT network, and telecommunications; conducting production monitoring for all information systems, production services, managing the delivery of operations services to all VA geographic locations. Mission OIT-SDE is responsible for providing LEC services for VA Medical Centers, Community Based Outpatient Clinics (CBOC), field and program offices and other remote users that are geographically dispersed throughout the US and District of Columbia. Currently, VA utilizes a variety of contract vehicles to acquire these services for these areas. This effort will provide a consolidated and centralized approach to acquire and manage these services. It will also help VA achieve the Federal Government requirements to consolidate the acquisition of services to reduce overall costs. The proposed project will also allow OIT-SDE Enterprise level to centralize management of LEC services and in turn reduce recurring costs. In fiscal year (FY)14 and FY15, VA intends to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order (MATO) contract which will consolidate the current LEC services contracts. It is anticipated that this effort will provide significant savings in LEC telecommunication services and improved management of such. The intent is to execute this with a minimal amount of infrastructure changes and no impact on service. Information In support of this effort, VA is conducting additional market research to help further refine requirements and the acquisition approach. A revised draft Performance Work Statement (PWS) is attached. Note that requirements defined to date are subject to change before an RFP is released. Please address the following questions: Please provide comments on the revised draft PWS in the following table format with comments provided in numerical order of the PWS PWS Section/Paragraph referenceFully(F)/Partially (P) or Not (N) metchange fromchange tocomment/rationale 1.Do you plan to act as a Prime or Sub-contractor on this procurement? 2.Are you a direct provider of services? If not, please explain how your approach will reduce costs. 3.Do you provide service now to the facility list provided in the attached spreadsheet directly or indirectly? Please complete the attached spreadsheet and include it with your response. 4.Please provide a brief explanation how your company would provide Telephone Service Priority (TSP). Please describe how you would ensure VA is the customer of record for TSP. 5.Please provide a brief explanation how your company will provide E-911 and Public Switch Automatic Location Information (PS/ALI). 6.Is your company regulated by the Public Service Commission (PSC) in all areas of service required by the PWS? 7.Is your company listed as an Exchange Carrier or as a Re-billing agent by the PSC? 8.The Government anticipates having one consolidated priced line item for each of the services listed in PWS section 5.4. The price shall include delivering, installing, maintaining, or disconnecting each required service for all of the United States. a.Can the Contractor provide all of these services including all labor, materials, travel, surcharges, taxes and equipment required? b.Are all these services available in all states? c.Would the term "Where Commercially Available" be generally acceptable for Broadband Internet (DSL), Metro Ethernet (MOE), Basic Rate ISDN, and Primary Rate ISDN (PRI) service delivery areas? 9.Does industry see any risks in types of services identified in PWS 5.4 or delivery of those services? Instructions for Submitting RFI Response Submit responses electronically to the Contract Specialist, Peter Lewandowski, peter.lewandowski@va.gov by 3:00 PM Eastern Standard Time, December 2, 2013. All proprietary/company confidential material shall be clearly marked on every page that contains such. Responses should also include a short summary of your company's capabilities to provide enterprise-wide LEC services. Include the name, phone number, and email address of the lead from your organization. Provide company business size and status as designated by the NAICS 517919 and the U.S. Small Business Administration (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.) Identify existing contract vehicles in which your company is participating that relates to LEC Services. Your questions shall be submitted via email to Peter Lewandowski. Your questions shall be contained in one file titled using the following format "LEC Services for the Enterprise RFI questions - the name of your company." VA reserves the right to not respond to any or all emails or materials submitted.
