- USDOT Cafeteria & Executive Dining Room Services Request for Proposal/Solicitation The U.S. Department of Transportation (USDOT) shall engage a foodservice contractor to operate the existing cafeteria in its headquarters building located at 1200 New Jersey Avenue, S.E., Washington, D.C. 20590 and Catering Services for the DOT Executive Dining Room (EDR). The contractor shall establish and operate in the food service facilities of USDOT for the purpose of dispensing food; nonalcoholic beverages and such other items as may be authorized by the DOT Contracting Officer Representative (COR) in accordance with the terms and conditions of a contract award. The general food service facilities are located in the east wing on the ground floor and include a Kitchen, Servery, and Dining Area. The minimum service hours included in the description outlined in the Statement of Work for food service facility must be adhered to. However, if the contractor wants to extend the service schedule to increase financial viability then a request for modifying the hours of days of service shall be submitted to the DOT COR for approval. All hours may be adjusted by the contractor as necessary to accommodate the requirements of DOT. Evening and/or service on Saturdays, luncheon meetings, and special functions, may be required periodically by the occupant Operating Administrations. The successful Contractor shall be fully responsible for providing and accomplishing the required services as outlined in this solicitation. The anticipated contract shall be a No Cost contract. The No Cost Contract shall be based o n an Administrative Expenses, Profit and Loss structure based on the contractor maintaining a menu price structure in such a manner so as to result in the contractor realizing a reasonable profit or if incurring a loss, adjustments may be negotiated to permit a reasonable profit. For the purpose of this provision, a net profit of 2-6% can be considered a reasonable profit. Further, the Foodservice contractor shall establish a Reserve in its accounting system for the repair and/or replacement of Government-owned equipment which shall be used for the repair and/or replacement of Government-owned equipment and component parts. The Reserve shall be called Equipment Replacement Reserve. The Reserve shall be funded from as follows: One, that Foodservice contractor shall allocate two and one half percent (2.5%) of the gross monthly profits to the Reserve. Two, the Foodservice contractor shall allocate two percent (2%) of the net monthly sales to the Reserve. The No Cost contract shall be for a Base Year Period of Performance with four (4) Option Years. At the end of the Base Year Period of Performance, the Contracting Officer at the recommendation of the Program Office shall notify the contractor in writing of its intent to exercise options as they become due at least 60 days before the current period of performance ends. In no event shall the contract period, as extended, exceed a period of 5 years from the beginning date of the original contract. REQUISITE PRE-PROPOSAL SUBMISSION FACILITY SITE VISIT/TOUR REQUIREMENT Prospective Offerors are required to participate in and attend an on-site visit or tour of the USDOT Cafeteria facility and USDOT Executive Dining Room prior to the submission of their proposal. The requisite site visit shall provide each prospective Offeror an opportunity to familiarize themselves with the physical facility layouts and current food services operations of the USDOT Cafeteria and USDOT Executive Dining Room as a vehicle to insure that their proposal maximally addresses the solicitation requirements. Prospective Offerors that do not attend the requisite Pre-Proposal site visit/tour shall NOT BE ELIGIBLE to submit a proposal nor will their proposal be evaluated and considered for an award. Prospective Offerors are required to schedule and attend a Pre-Proposal Submission site visit/tour of the USDOT Cafeteria and USDOT Executive Dining Room facilities. The tour is scheduled for Friday, November 22, 2013 at 10:00 am. The site visit/tour should last no more than one hour. Prospective Offerors shall contact Tyrone Moorer @ tyrone.moorer@dot.gov and Cynthia Vass-Lassiter @ c.vass-lassiter@dot.gov to coordinate a Pre-Proposal Submission USDOT Cafeteria site visit/tour. Offerors that attend the requisite USDOT Cafeteria facility and USDOT Executive Dining Room site visit/tour shall be provided evidentiary documentation by USDOT personnel of their attendance. Again, prospective Offerors that do not attend a requisite Pre-Proposal site visit/tour of the USDOT Cafeteria and USDOT Executive Dining Room facilities shall NOT BE ELIGIBLE to submit a proposal.
