Description
Solicitation number N40084-14-R-0062 is issued as a request for proposal (RFP) for commercial services, prepared in accordance with the format in FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. The Naval Facilities Engineering Command, Far East (NAVFAC FE), is soliciting for competitive offers for a Combination Firm Fixed-Price (FFP) and Indefinite Delivery-Indefinite Quantity (ID/IQ) Contract. Professional technical services are required, in accordance with Attachment 1, Performance Work Statement (PWS) dated 17 SEPT 2013, for Facility Boilers and Unfired Pressure Vessels (UPV) throughout Japan. The contract period of performance is anticipated at one (1) base and four (4) option periods. The anticipated minimum guaranteed amount of the proposed contract will be the FFP portion of work. This solicitation is intended to replace the existing NAVFAC Far East contract N40084-11-D-0069. The Contractor shall inspect, test, and certify ground structures and installed equipment and systems, related to Boiler and UPV operation, to ensure they are fully safe and in normal working condition. The Fixed-Price schedule will be on a yearly basis, with equipment maintenance schedules to be determined by the timeframes set in the contract references. ID/IQ work may be ordered utilizing either DoD EMALL or on a task order in accordance with the PWS, specifying in each order: the period of performance, exact locations, and the types of work to be accomplished. Finally, the contractor shall be prepared to quantify and accept ID/IQ work of similar form and objectives as the Firm Fixed-Price (FFP) services. Please download the SF 1449 and PWS documents for detailed descriptions of Proposal and Service requirements; Proposals may be rejected from consideration if they do not comply with the SF 1449 terms, including providing pricing for all ten (10) CLIN items. NAVFAC Far East plans to hold a pre-proposal conference on Thursday, November 14, at 0900 hours JST, at Building 1828, Naval Base Yokosuka, Japan. In order to attend, an email request must be sent to ryan.kenniff@fe.navy.mil by close of business on Tuesday, November 12, 2013, specifying proposed attendees and whether a Government escort is requested for access to Naval Base Yokosuka. NAVFAC Far East reserves the right to cancel the pre-proposal conference without notice if no industry participation is expected. This anticipated solicitation is intended for local sources in accordance with FAR 5.202(a)(12); local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation. Prices shall be provided in Japanese Yen ONLY. Proposing contractors may utilize the provided J-0200000-07 ELIN worksheet. However, contractor's are responsible for verifying their cost and price proposals are accurate and sound; the Government is not responsible for correcting any errors found in the worksheet calculations, either before or after submission. Questions must be provided in writing no later than the close of business on Monday, November 25, 2013. Questions that are submitted late or not in writing may not be answered. All answers will be published by Amendment to the Solicitaiton to ensure the widest possible dissemination. All Proposal documents, attachments, and signed pages must be received by NAVFAC Far East no later than 14:30 hours JST on December 06, 2013, in order to be eligible for award. Proposing vendors shall be registered in the System for Acquisition Management (SAM) and have a valid CAGE code and DUNS number. Log on to www.sam.gov to inquire about new or existing accounts. Unless otherwise indicated in the synopsis, this will be an Internet-only solicitation. It is the offeror's responsibility to check this site daily in order to be notified of any changes to this solicitation. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will be made on the FEDBIZOPS website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. All transmitted electronic files shall have the solicitation number in the file name. In no instance should any file or group of files in excess of 4MB in size be sent to the above address in one email; if the proposal must be segmented to meet the size requirement, then each file name shall include the solicitation number and tab (per SF 1449 Provision 52.212-2).
