- Department of the Interior, Bureau of Reclamation, intends to negotiate a Firm Fixed Price, Single Source Purchase Order, with Klamath Water and Power Agency (KWAPA), 735 Commercial Street, Klamath Falls, OR 97601-6243. The proposed contract action is for Reclamation's participation and obligations under two existing agreements with bearing on the acquisition of Federal power. Under the Klamath Hydroelectric Settlement Agreement, entered into by the Department of the Interior on February 18, 2010, Interior commits to acquiring power from the Bonneville Power Administration (BPA) to serve all "eligible loads" within BPA's authorized geographic area. Under the Klamath Basin Restoration Agreement, also entered into by Interior on February 18, 2010, a Power for Water Management Program is established that includes a Federal power element to "obtain and provide for the cost-effective transmission and delivery of Federal preference power to serve all eligible On-Project Power Users...as authorized by Applicable Law." Reclamation has identified KWAPA as the only vendor capable of satisfying this requirement. The authority for this sole source procurement is FAR Part 6.302-1 in that KWAPA is the sole agency, and the only known source that can provide the service for Reclamation. This is not a request for competitive proposals. Interested parties who believe they can provide the required products are encouraged to identify themselves and give written notification to the Contract Specialist by Close of Business November 25, 2013. Standard company brochures will not be considered sufficient response. Interconnect B requires the contractor to develop a description of the federal power program to include all all the infomration needed to present to prospective customers to provide a comparison of the federal power program to the current services.
