- This is a SOURCES SOUGHT NOTICE to identify potential small businesses that have the capacity to provide transportation, transit and parking related services for the U.S. Food and Drug Administration (FDA). The Office of Facilities Engineering and Mission Support Services (OFEMS), Division of Operations Management and Community Relations (DOMCR), Logistics and Transportation Management Branch (LTMB) FDA is seeking capability statements from small business firms who are qualified to support OFEMS, DOMCR, LTMB, in providing operational plans, logistical plans, and a comprehensive transportation demand management program for commuter and visitor transportation while providing efficient and orderly transportation, transit, and parking services to FDA employees, visitors and the general public that conduct business with the Agency, at specified FDA locations. The contract will include the following scope of services: The scope of this contract is the complete range of services necessary to provide FDA with transportation, transit and parking related services primarily for the White Oak Campus (WO). Services required at other Agency sites will be limited to the DC Metropolitan Area only. The task areas include site parking operations and permitting, planning and consultation services, visitor parking, attendant assisted parking, motor pool operation, shuttle bus operations, and transportation and transit outreach. DESCRIPTION OF TASK AREAS The Contractor shall support multiple tasks simultaneously and provide all necessary services, including but not limited to, labor, personnel, equipment, tools, expendables, vehicles, and supervision to perform all required tasks. A. Site Parking Operations and Permitting B. Planning and Consultation Services Regarding Parking and Transportation Logistics C. Visitor Parking D. Attendant Assisted Parking E. Motor Pool Operation F. Shuttle Bus Operations G. Transit Liaison- Serve as the liaison to local transit Agencies H. Transportation and Transit Outreach-Provide transportation and transit related outreach to FDA employees and contractors. I. Transition Support • Transition In • Transition Out PLEASE NOTE: Any potential offeror must demonstrate the following: • Proven capability to provide transportation, transit and parking related services • Prior direct experience with site parking operations and permitting services • Prior direct experience planning and consultation services regarding parking and transportation logistics. • Prior experience with visitor parking, attendant assisted parking, motor pool operation, shuttle bus operations • Prior experience with serving as transit liaison, servicing local transit agencies. • Knowledge of providing transportation and transit outreach services- providing transportation and transit related outreach services to federal employees and contractors. • Ability to provide transition support including transitioning in and out. The following specific information is requested: (a) company descriptive literature; (b) specific related corporate experience; (c) experience with transportation, transit and parking related services, and experience with the type of performance expectations mentioned above; and, (d) references (to include a point of contact and phone number) with firsthand knowledge of the experience cited in (a), (b), and (c) above. If applicable, indicate if your company is on a GSA schedule or holds a Government Wide Acquisition Contract (GWAC) relevant to the capabilities addressed in your response. It is essential that the contractor be free of all appearance of or actual conflicts. Offerors are required to specify the name and telephone number of a point of contact and indicate your size standard under the following North American Industry Classification System (NAICS) 541611- Administrative Management and General Management Consulting Services (Size Standard: $14 million). Additional information on NAICS codes can be found at www.sba.gov. The purpose of this sources sought notice is to identify potential responsible small business sources only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the Government. The information that you provide will be evaluated to identify capable potential sources if funding is allocated for this effort. The Government does not intend to award a contract on the basis of this notice or otherwise pay for any information solicited.
