Shelton, MS: L-013, Arnold, Missouri 63010 This announcement is for information purposes only. The suggested North American Industry Classification System (NAICS) code is 541370. The Government seeks to identify interested offerors for this potential procurement action and to gather information that may influence the shape of any future Request for Proposal (RFP). This announcement does not constitute an RFP and it does not restrict the Government to any ultimate acquisition approach or strategy. This announcement does not represent a commitment by the Government in any form. The Government will not pay for any information that is submitted by respondents to this announcement. This is not a request for proposals, quotations or bids. 1.0 Background The National Geospatial-Intelligence Agency (NGA) has developed a strategy to transform its approach for geospatial information and knowledge and to accelerate the migration from exclusively reacting to discrete product requirement-submissions to proactively using analytic methodologies to guide the continuous enrichment of Foundation GEOINT content. A critical component of this strategy is to forecast the global Foundation GEOINT needs of the community and continually assess Foundation GEOINT content. NGA will deepen its understanding of events around the world through anticipatory analysis, open source information and the use of change detection services. The aggregation of anticipatory analyses with formally submitted requirements will be prioritized, ensuring both proactive content management and optimal resource allocation. NGA is pursuing applications, services and technological ideas to satisfy this revolution in geospatial foundation data production and maintenance. To support the NSG in an ever changing world, NGA must employ new technologies, new applications and source retrieving services. NGA is developing unique approaches to achieve geospatial foundation data readiness via the exploitation of new technologies, infrastructure and the use of commercial/civilian imagery. Through this announcement, NGA is seeking innovative industry approaches to support detection of persistent changes of the earth's surface. 2.0 Current State NGA does not have a central database of actionable information to anticipate and detect regions undergoing stress or those that are at risk. As a result, NGA does not have information-based, dynamic,Geographic Information System (GIS)-based numerical models to make informed decisions to better anticipate future customer requirements. In addition, there is no central database of actionable information that identifies the anticipated and likely missions that may occur over specific geo-locations. 3.0 Program Objectives The required outcome for Project GeoAnalytics is the development of advanced GIS-based numerical model(s) of geospatial and cultural indicator data to: 1. Detect regions undergoing stress or those that are at risk as a result of inherent environmental scarcity, stress due to environmental dynamics and change or inadequate social capital. Geospatial and cultural indicators are an exploration into the use of GIS, remote sensing, statistical data, and spatial reasoning methods. 2. Identify the spatial extents of anticipated and likely missions (Humanitarian Assistance/Disaster Relief, Terrorism, Weapons of Mass Destruction, Regional Conflict, etc.) that may occur over specific geo-locations based on the geospatial and cultural indicators stress data, open source information and analytic judgment. 3. Provide short-term (current to next 3 years) and long-term (3 to 5 years) outlooks/forecasts. 4. Capability to generally characterize the magnitude of ongoing or expected events. 3.1 Engineering Objectives The application of the data is to support the modeling and identification of regional patterns and trends, rather than to provide specific details or accurate measures at the scale of individual pixels or to predict the occurrence of a specific event. Examining regional patterns that are revealed through analysis of disparate information layers can lend new insights into ways one can monitor and evaluate nature dynamics, human behaviors and social responses resolved to better than national scale (desired - down to 1 km or better). Considerations for Data/Source Inputs used to create the advanced GIS model(s) For each of the data inputs and derived feature layers, the following shall be considered, documented or incorporated into the GIS-based numerical model(s): 1. Importance of model components (aggregate and individual) - What attributes from the data are important to anticipatory/risk analysis? Why is it important? 2. Relation to overall analysis/Model computations - How does the data relate to meaningful impact? How will the data be incorporated into the anticipatory/risk analysis? 3. Rating methodology/Methods of accounting for uncertainty - How are the data and attributes categorized/rated to determine values that indicate degree of risk? 4. Confidence level/Probability assessment - What is the confidence in the quality of the data, spatial and/or attribute accuracies and resulting confidence of the outlook/forecast outlook/forecast maps? 3.2 Modeled Approach The approach shall be modeled, so that the process can be repeated to allow for new or higher quality data/information to be inserted into the process to generate updated results. In addition, the data shall be able to be temporally-aware, to support the depiction of changes to stress or mission type over time. The model(s) will be delivered to NGA in a standard geospatial format that enables NGA to edit and manage the model(s). These formats will provide a solution that is readily disseminated by web services and is easily ingestible by GIS COTS software. 4.0 Information Desired Request interested and qualified sources address the following in accordance with the submittal instructions below: • Relevant Corporate Knowledge/Experience • Identify any similar efforts they are currently under contract with other United States Government agencies. • Provide a corporate capability statement that describes your core competencies in each of the key areas described under Paragraphs 3.0 - 3.2. Please include any innovative ideas or new capabilities that your company could offer that directly support Project GeoAnalytics. • Identify relevant contracts held within the last three (3) years, to include: i. Awarding Agency/Company; ii. Contract type, contract value and number of personnel utilized; iii. Identification of subcontractors; Describe the specific nature of the support provided and explain why it is relevant. Describe how corporate knowledge/experience gained through contract performance could be of benefit to NGA in the future. • Describe your company's ability to provide employees having security clearances at the Secret level. • Indicate delivery timeline for vendor to provide the required outcome for Project GeoAnalytics (Note: Agency estimate the total project to be completed within less than 1 year and with a price not-to-exceed $1M). • Provide whether your company has a GSA Schedule contract, and if so, whether the government requirement contemplated by this RFI could likely be fulfilled entirely under the applicable GSA Schedule (without the addition of open market items). • The RFI Response shall include the following: i. Business name, address, telephone, fax, email address, website address (if any), CAGE code and DUNS number, the full name of a company point of contact (POC), POC email address, POC telephone number and POC fax number. (Secure and unclassified information is requested.) ii. Business Size in accordance with NAICS Code 541370 (in addition, any small disadvantaged business designations.) 5.0 Submittal Instructions Submissions to this RFI are due no later than 4:00 p.m. Central time by 12 December 2013 via e-mail to Emily.E.Smallridge@nga.mil and Tammie.R.Shelton@nga.mil. Potential Offerors not responding to this announcement will not be precluded from any further participation. All questions in response to this RFI whether general or technical shall be submitted to the email addresses above no later than 25 November 2013. The Government will endeavor to respond to all questions. Valid questions and responses will be posted without reference to the company submitting the question, for all interested parties to review. Responses will be posted to this RFI in FedBizOpps by close of business on 4 December 2013. Request submissions to this RFI be provided in a word document format. To aid government review, submissions are limited to no more than 5 pages. A page is defined as each face of an 8-1/2 X 11 inch sheet with information contained within an image area of 7 X 9 inches. Type size shall be 12-point proportional font. Briefings and/or briefing charts in lieu of written responses are not acceptable. The respondent shall screen all emails for computer viruses prior to submittal. 6.0 Industry Exchange Meetings As deemed appropriate, the Government may elect to conduct industry exchange meetings after receipt of contractor responses to this announcement.
