- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a RFQ for: ITEM NO. 1: Endress+Hauser Coriolis Mass Flow Meter, Promass 83F15, DN15, ; Model # 83F15-K1K5/0 = 83F15-AAASAANABBAK. Each lot to consist of the below items: A=Measuring Tube Material: Stainl. steel AAS=Process Connection: Cl.150, 316L/1.4404, flange ANSI B16.5 A=Additional Test, certificate: Basic version A=Calibration: 0.1%, 0.0005g/cc N=Approval: XP FM Cl. I Div.1/CSA Cl. I Div.1, ABCD + Zone 1 A=Housing: Compact IP67 NEMA4X, Aluminium B=Cable Entry: Thread NPT 1/2 B=Power Supply; Display: 20-55VAC / 16-62VDC; WEA, 4-line + Touch control, WEA= language DE+EN+FR+IT+ES+PT+NL A=Adjustment; Software Feature: Default liquid; Basic version K=Output; Input: FOUNDATION Fieldbus Quantity/Unit:4 lots Offerors shall submit the following with their quote: specification sheets and detailed warranty info. FOB Destination Delivery to NASA, Kennedy Space Center, Florida 32899 is required within 5 weeks ARO. IMPORTANT NOTE: Please be sure to thoroughly read the RFQ and submit with your quote all requested info and docs, if not your quote may be considered not responsive. Please comply with all requirements of the RFQ and do not take exception to any terms. If you take exceptions to any terms of the RFQ, your quote will not be responsive to the RFQ. Brand Name Justification: Endress+Hauser Coriolis Mass Flow meters are required as samples for functional test purposes to determine if they meet NASA Hypergol subsystems requirements. The required Endress+Hauser flow meters are the only flow meters that will meet the Govts requirements at this time as the required flow meters will not have to undergo required NASA qualification testing that can take up to 6 to 8 months.NASA has already evaluated and tested similar Endress+Hauser flow meters and determined that the required flow meters have the potential to pass the minimum qualification testing without any problem. Both models of Endress+Hauser flow meters have the same specifications except for their different types of output. Any other brands of flow meters not previously tested by NASA would be required to undergo qualification testing that can take up to 6-8 months.The similar Endress+Hauser flow meters that were previously qualified were integrated into NASAs existing Hypergol subsystem design. Due to this integration, there is also a compatibility issue as to the required flow meters with the existing design of the Hypergol subsystem. The required Endress+Hauser flow meters are the only known products that meet all of the following Govt Minimum Specifications: compatibility with Monomethyl Hydrazine (MMH), Hydrazine, and Nitrogen Tetroxide (NTO); approval for Class 1, Division 1 hazardous area; capability for digital output and display for the totalize mass and the mass flow rate; capability to communicate and connect to other process control systems with Foundation Fieldbus communication protocol; and compliant to KSC-STD-E-0022 EMI requirements and MIL-STD 461F. The provisions and clauses in RFQ are those in effect through FAC 2005-70. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513/500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by December 2, 2013 at 4:30 p.m. ET to Susan J. Wall of NASA, Mail Code: OP-ES, Kennedy Space Center, FL 32899 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled 'Buy American Act -- Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.204-10, 52.209-6, 52.209-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-26, 52.222-36, 52.223-18, 52.225-3, 52.225-13, and 52.232-33. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement.
